Role Overview We are seeking a Senior Federal RFP / Proposal Writer with proven experience in federal IT services, staffing, and consulting proposals . This role requires deep expertise in RFI/RFP/RFQ responses , FAR compliance , and federal contract vehicles . You will lead and own the end-to-end proposal lifecycle, ensuring high-quality, compliant, and winning submissions across federal agencies. Key Responsibilities Lead development of federal RFI, RFQ, and RFP responses for IT services, cybersecurity, cloud, AI/ML, and staffing opportunities Analyze solicitations (PWS, SOW, Sections L & M) and build compliance matrices and win themes Write, edit, and finalize technical, management, past performance, and staffing volumes Translate complex technical solutions into clear, compelling, and evaluator-friendly narratives Ensure strict adherence to FAR, DFARS, and agency-specific guidelines Collaborate with SMEs, solution architects, recruiters, and leadership to gather inputs Develop and maintain reusable proposal content libraries, templates, and boilerplate Support pricing narratives and ensure alignment with cost volumes and competitive positioning Conduct color team reviews (Pink, Red, Gold) and incorporate feedback effectively Ensure all submissions meet formatting, page limits, and compliance requirements Required Qualifications 8–10+ years of experience in federal proposal writing (IT services / staffing) Strong experience with federal agencies (e.g., DoD, DHS, HHS, FAA, CMS, etc.) Deep understanding of: FAR / DFARS Federal procurement lifecycle Sections L & M evaluation criteria Proven track record of contributing to winning federal proposals Experience writing for: Cybersecurity Cloud / DevOps AI/ML (preferred) IT staffing / professional services Strong ability to build compliance matrices and gap analysis Excellent writing, editing, and storytelling skills with attention to detail Preferred Qualifications Experience with major contract vehicles, including: GSA MAS GWACs (e.g., CIO-SP3/4, Alliant, SEWP) IDIQs and BPAs eFAST, OASIS, Polaris (highly preferred) APMP certification (Foundation / Practitioner / Professional) Experience supporting small business set-asides (8(a), WOSB, EDWOSB, HUBZone) Familiarity with tools such as GovWin, SAM.gov, SharePoint, Loopio, or proposal automation tools Key Skills Compliance-driven writing Structured proposal storytelling Attention to detail and deadline management Cross-functional collaboration Ability to work in fast-paced, deadline-driven environments Success Metrics High compliance score (100%) across submissions Improved win rates and evaluator scores Reduced proposal turnaround time High-quality, reusable proposal content
