The Role You will report to the District Consultant and collaborate closely with various team members from the state team as well as the District Consultant. Your role involves supporting the District Consultant and the ISW Operations Team in executing our India Safe Water Program at both the block and Gram Panchayat levels, while also assisting in enhancing the implementation of the In Line Chlorination (ILC) Program. You will oversee the installation, operation, and coordination of their designated ILC sites within their assigned blocks. You will also be responsible for coordinating with the government to train functionaries at the block and Panchayat levels, as well as directly managing the various stakeholders involved, including pump operators and local technicians, while accurately reporting progress and challenges to the District Consultant. Responsibilities Project Implementation and Technical Support (50%) - Provide technical and coordination support to the DC across all phases of the program, starting from water point verification/identification, device installation and calibration, device operations, and coordination with contracted vendors. - Conduct regular field visits to verify accuracy of doser installation, correct dosing practices, pump operator competency, and community acceptance. - Travel to multiple locations in allocated regions for around minimum 15 working days in a month, following our guidelines and program requirements. - Facilitate access to ILC sites for suppliers, contractors, consultants, information management firms, and organizational leadership. - Work with the DC to manage and facilitate the collection of program monitoring data, which includes: - Collect and validate regular dosing records and Chlorine (FCR and TCR) test results at source and HH level. - Maintain logbooks on device functionality and Technician/pump operator compliance. - Fill out survey forms during routine site visits and supporting coordination with contracted data collection firms. Stakeholder Engagement and Field Coordination (30%) - Coordinate the smooth participation of the different stakeholders in the field, such as contracted vendors, community leaders, and community members. - Support the DC in holding suppliers and contractors accountable for work, agreements, and warranties under contract at the site level. - Perform all responsibilities as assigned from time to time by the DC, coordinate with other colleagues, and support other program staff. - Engage with vendors/manufacturers for device-level troubleshooting as directed by the DC. Capacity Building (20%) - Train and build capacity of block and GP functionaries, including Junior Engineers (JE) and Assistant Engineers (AE), to take over the program implementation. - Assist the block and GP functionaries in establishing water quality policies and tools and support in establishing sustainable implementation. - Maintain good working relationships with officials of the block and GP functionaries administration and become a respected resource. Their interactions with these officials will be supervised and require approvals from the District Consultant and the state office. - Represent EAII in engagement with contractors and including those focused on community engagement as they inform communities and local populations of the installed ILC devices. - Lead ILC training and sensitizations for Gram Panchayat (GP) functionaries, local stakeholders, water service committees, site personnel (Pump Operators), contracted vendors, and communities. - Support the DC to inform a final recommendation and report to the state-level government and Jal Jeevan Mission on the performance and efficacy of the ILC technologies in their designated intervention points. Requirements - Experience in collaboration with government officials of Water or Health at Field, district, and block levels - Graduate with a Bachelor’s Degree/Diploma or higher plus 2-5 years of experience in the development sector preferably in the field of Water, Public Health, Sanitation, and Hygiene with government or NGOs - Communication skills in Odia (preferred), Hindi and English. Understanding of local dialects following district will also be a required asset - Demonstrated experience working with and managing suppliers and contractors - Multitasking and Computer & MS Office Proficiency - Experience in program implementation at district, block, and community levels - A valid driving license and a vehicle (2/4 Wheeler).
