Job descriptionJob SummaryWe are hiring a Senior Manager IT Engineering to lead large-scale enterprise application development focused on Oracle Revenue Management and Billing (ORMB) and Oracle Utilities Application Framework (OUAF).This role will drive architecture, delivery, and transformation of high-volume billing platforms within the healthcare payer domain. The ideal candidate will combine deep ORMB expertise, strong leadership capability, and experience managing large engineering teams and vendor ecosystems.Domain Expertise (Highly Preferred)Healthcare Payer systems:Group BillingMember EnrollmentPolicy AdministrationPremium BillingRevenue Cycle Management:Payment allocationAging analysisCollectionsKey ResponsibilitiesLead end-to-end delivery of ORMB-based billing systems, including design, development, testing, and deploymentDefine and drive architecture strategy for high-volume billing platforms (rating, billing, payments, collections)Manage and mentor engineering managers and cross-functional teamsTranslate business requirements into scalable, secure, and high-performance solutionsOversee large-scale implementations, upgrades, and legacy system migrationsEnsure adherence to SDLC, DevOps, Agile/Waterfall methodologiesCollaborate with business stakeholders, architects, and vendors to align delivery with business goalsDrive cloud transformation initiatives on OCI (Oracle Cloud Infrastructure)Ensure system performance through database optimization, tuning, and high availability designManage vendor relationships, including system integrators and offshore partnersOversee production support, incident management, and continuous improvementMandatory Skills / Requirements1018 years of experience in software engineering, with 4+ years in leadership roles (managing managers)Strong hands-on expertise in:Oracle Revenue Management and Billing (ORMB) or CC&BOracle Utilities Application Framework (OUAF)Deep understanding of:ORMB data model, business objects, algorithms, service scriptsBilling lifecycle: rating, invoicing, payments, collectionsExperience in large-scale ORMB implementations / upgrades / migrationsStrong background in Java/J2EE, Microservices, API-first architectureExpertise in Oracle DB (SQL tuning, PL/SQL, indexing, partitioning)Experience with OCI (Oracle Cloud Infrastructure) and cloud migrationsHands-on exposure to WebLogic (clustering, performance tuning, HA setup)Experience working in Agile / DevOps environmentsLeadership ExpectationsProven ability to build and scale high-performing engineering teamsStrong stakeholder management and executive communication skillsExperience driving organizational and technology transformationExpertise in vendor management and delivery governanceAbility to align technology strategy with business outcomesEducationBachelors degree in Computer Science / IT / Engineering (or equivalent experience)
