Community & Livelihood Program focuses on (a) strengthening literacy and capability outcomes through a comprehensive package consists of functional, financial, digital literacy aspects, awareness of key citizen entitlements and disaster risk reduction, aimed to reach 100 million by 2030 and (b) equipping women from underserved communities with digital skills, entrepreneurship pathways, and access to income-generating opportunities. It aims to empower 1 million beneficiaries by 2030 through a collaborative model that integrates government, private sector, and civil society partners.Position OverviewThe Program Head will lead the strategic direction, governance, operations, partnerships and national scale up of the Foundation’s flagship Community & Livelihood Program. The role carries full accountability for program vision, outcomes, scale, sustainability, and institutional impact, ensuring a cohesive approach from foundational capability building to economic participation. The incumbent will serve as a subject matter expert in gender equity, women’s economic empowerment, foundational literacy & numeracy FLN, driving advocacy and engagement with government, industry, and ecosystem partners, while aligning with TCS Foundation priorities and Tata values.Key ResponsibilitiesStrategic Leadership & Program Stewardship• Define, own, and evolve the long-term vision, strategy, and theory of change for TCS Community & Livelihood, ensuring the program remains scalable, innovative and aligned with emerging trends in FLN, women’s economic empowerment and digital inclusion.• Position TCS Community & Livelihood as a flagship program within TCS Foundation with clear outcome ownership and sustainability focus.• Develop and operationalize a five-year scale-up roadmap for women and girls in India, Help support the Global gender equity work, Multi-module literacy pathways, Integrate innovation, digital tools, and gender-responsive approaches into program delivery.Program Governance & Delivery• Exercise final decision-making authority on program design, implementation models, partner selection, and scale-up within approved frameworks.• Provide oversight across geographies to ensure quality, consistency, and impact at scale.• Provide curriculum and module stewardship for Community & Livelihood Program’s literacy package• Balance expansion with long-term viability of women-led enterprises and community ecosystems.• Conduct regular field visits to review progress, ensure partner alignment, and document impact.Partnerships & Ecosystem Engagement• Build and sustain strategic partnerships with government bodies (e.g., SLM, MSDE, NRLM, Mission Shakti, NSDC), private sector, and multilateral agencies.• Engage with industry networks, policy institutions and think tanks to advance the agenda of literacy and women’s digital & economic empowerment.• Represent TCS Community & Livelihood program in external forums, collaborations, board reviews, policy dialogues, and national platforms to strengthen program visibility and influenceFinancial Accountability• Own program budgets, financial planning, utilization efficiency, and outcome linked investments within approved limits.• Ensure transparent financial reporting, budget utilization, and effective risk mitigation.Monitoring, Evaluation & Learning (MEL)• Establish robust MEL frameworks to measure program effectiveness and informed decision-making.• Use program insights and data to identify trends, track beneficiary progress, and capture social return on investment.• Document case studies, success stories, and lessons to drive continuous learning and advocacy.• Present program progress, outcomes, and insights to senior leadership and governance bodies.Team Leadership & Capacity Building• Lead, mentor, and build a high performing multidisciplinary program leadership team.• Build capacity of staff and partner organizations through ongoing training, cross learning, and exposure visits.• Strengthen internal and partner capacity on managing gender and cultural dynamics while in community settings.• Drive strong cross-functional collaboration with internal stakeholders like TCS Business and Foundation leaders, Finance, HR, Communications, Technology teams.Thought Leadership & Representation• Serve as the public voice of the program, representing in conferences, social sector forums, and ecosystem convenings.• Collaborate with communication teams to strengthen storytelling, visibility, and advocacy efforts.Reporting RelationshipThis role reports to the Head of TCS Foundation Strategic Programs and works closely with the Foundation CEO.Qualifications & Experience• Postgraduate degree in Social Work, Public Policy, Development Studies, Gender Studies, Economics, or a related field.• 15–18 years of experience in program management, design, and scale-up within development or CSR sectors.• Proven expertise in FLN, women’s economic empowerment, skilling, livelihoods, and digital inclusion.• Demonstrated experience in government partnerships and ecosystem collaboration at state or national levels.• Strong exposure to grant management, compliance, and budgeting in multi partner programs.• Experience working with CSR foundations, large institutions, or development ecosystems is strongly preferred.Key
