TheSMR Programmeis GBN's first programme, aimed at delivering initial SMR projects, enabling future ones, and maximizing their benefits for the UK. The role sits within theSMR Programme Directorate , specifically in theCost Intelligence Team . Our mission is to build confidence in the SMR Programme's value through trusted, transparent, and digitally-enabled cost intelligence. We are looking for aProgramme Cost Estimatorto help shape and assure our cost intelligence function, providing vital support for decision-making across multi-billion-pound projects. This isn't a 'bottom-up' estimating role-it requires deep expertise in cost estimation methodologies, strong analytical skills, and experience in cost assurance. Data Analysis & Assurance Lead and mentor the team to validate, benchmark, and assure project estimates. Manage the development of cost dashboards, ensuring timely and accurate data for stakeholders. Provide actionable analytical insights to support programme delivery. Cost Governance & Levers Lead the development and implementation of cost governance policies and compliance frameworks. Standardise and enforce cost estimate structures, validation rules, and workflows. Work with commercial teams to ensure cost data integration into supplier contracts . Provide leadership in the development of Power Apps and Power BI solutions. Oversee the implementation of role-based access dashboards for various stakeholders. Lead efforts to automate data validation and deploy anomaly detection tools . Knowledge, Skills and Experience required: Cost Assurance: Experience in developing, assuring, or benchmarking cost estimates in major projects. Cost Estimation Governance: Familiarity with cost assurance frameworks and governance processes. Estimating Expertise: Deep understanding of estimation methodologies, including top-down, bottom-up, and probabilistic risk analysis. Data Visualisation: Experience with Power BI, Tableau, and automated workflows (preferred). Stakeholder Management: Proven ability to manage relationships with finance, commercial, and executive teams. Data Security: Knowledge of role-based access control (RBAC) and information governance (beneficial). Skills Cost Estimation Governance: Develop and enforce cost intelligence policies and compliance mechanisms. Data Analysis & Assurance: Validate, benchmark, and assure cost data integrity. Digital Tools & Automation: Experience with Power BI, Power Apps, SQL, or Python (preferred). Leadership & Team Management: Ability to lead cross-functional teams to deliver actionable insights. Cost Estimating & Assurance: Deliver estimates, validate costs, and benchmark for improved projections. Please complete our short application form to apply for this role.
