Are you an experienced procurement professional looking for a senior role in a dynamic environment? Newry, Mourne and Down District Council is hiring a Procurement Manager to lead and develop its strategic procurement needs. Read on to learn more about this exciting opportunity!Your Duties:As a Procurement Manager, you will:Develop, implement, and review the Council's procurement strategy, ensuring alignment with regional, national, and European best practices. Establish and manage an effective and efficient corporate procurement team. Support the procurement of strategic partnerships and collaboration frameworks, ensuring appropriate contract arrangements. Drive continuous improvement by enhancing procurement skills, consultancy support, and best practices across the Council. Develop and monitor performance indicators, ensuring timely reporting and statistical analysis. Identify and implement business process improvements to enhance efficiency through procurement operations. Oversee a comprehensive procurement service, covering capital works, goods, services, and EU tenders. Lead and modernise procurement functions across the Council, ensuring compliance with UK and EU regulations. Provide training and support to staff on procurement policies, compliance, and contract management. Analyse business cases and project plans, identifying and mitigating procurement risks. Represent the Council at committee meetings and external forums. Manage procurement budgets, ensuring effective financial control. Monitor and review procurement policies in line with legislative changes and best practices. Evaluate and recommend procurement systems and software to meet end-user needs. Assist departments in presenting procurement and logistics data for reports and statutory requirements. Investigate and resolve supplier and customer queries, ensuring smooth procurement operations. Deputise for the Assistant Director of Finance within the area of responsibility. Lead on tendering processes, obtaining legal advice, and moderating assessment decisions. Manage the centralised stores department, ensuring cost-effectiveness and regulatory compliance. Oversee fuel stock controls, ensuring proper monitoring and reporting. Maintain up-to-date procurement documentation and processes.Your Profile:Essential Requirements:Qualifications: Level 6 qualification (e.g., University degree) and at least two years' experience advising management on procurement policies and procedures. OR Level 5 qualification (e.g., HND) and at least three years' experience in procurement management.Procurement Experience: Managing procurement processes across diverse specialisms. Developing strategic procurement solutions for organisational performance. Managing budgets and complex tenders. Producing management reports on procurement activities. Leading and developing a procurement team. Collaborating with internal and external stakeholders to deliver projects.Professional Membership: Full MCIPS (Chartered Institute of Procurement & Supply) Level 6 membership. OR a commitment to achieve membership within three years (must start qualification within two months of employment).Knowledge & Skills: Extensive understanding of UK procurement regulations, contract law, and audit requirements. Strong proficiency in Microsoft Office applications (Word, Excel, databases, email management). Full UK driving licence and access to transport. Willingness to work flexibly, including evenings, weekends, and public holidays.Your Benefits: £26.51 per hour. Pension Contribution.Additional Information: Full-time, Temporary position.
