The roleYou will work within the Energy Delivery Team to assist colleagues in achieving Natural Resources Wales (NRW)'s remit for renewable energy targets in Wales, applying the principles of Sustainable Management of Natural Resources (SMNR) to your work. You will act as a senior supplier for civil engineering and may be required to act as an executive for projects including board reporting and risk management, within strict governance procedures. You will translate regulations, standards, and approved codes of practice into operational guidance, providing civil engineering expertise to ensure compliance with NRW design standards. You will influence renewable energy developer designs and construction plans, manage assets during operational phases, and advise liaison officers on compliance with operating procedures and NRW lease obligations. This role involves desk and site-based work on the WGWE in North & Mid Wales. You will lead technical/engineering staff, work on multiple projects simultaneously, and provide leadership across the project portfolio. You will report to the Energy Delivery Team Leader in the Northeast Operations structure. The role will support a new Welsh Government service level agreement and involve managing relationships with third-party organizations and contractors. NRW supports flexible working. What You Will DoManage assets of energy and commercial infrastructure, ensuring NRW’s legal obligations are met. Manage regional budget spend authority of £100,000. Act as framework contract manager for energy development contracts, issuing warnings, agreeing compensation events, and signing off works. Lead infrastructure programs to deliver the NRW Timber Marketing Plan, with experience in maintenance delivery preferred. Provide technical advice for practical, cost-effective solutions. Develop minerals strategies for energy developments, including quarry management under regulations. Apply relevant legislation, rules, and procedures. Qualifications, Experience, Knowledge, and SkillsApplicants should demonstrate, using the STAR method, how they meet the following: Act as ‘Principal Designer’ or advise regional clients on CDM 2015. Experience in ground engineering design and large-scale construction on upland ground conditions. Proficiency with NEC ECC contracts and project management duties. Experience with technical design software (GIS, AutoCAD, AMX). Knowledge of drainage, water management, and environmental regulations in upland Wales. Design experience for forest infrastructure. Understanding of environmental considerations and habitats. Knowledge of bridge construction (concrete, timber). Experience with GPS for planning and surveying. Membership of a professional body (e.g., ICE) or willingness to work towards it. Health and safety certification (e.g., CSCS). Willingness to achieve PRINCE2 Practitioner within 2 years. Quarry management NVQ Level 4 or equivalent experience, with support for qualification if not held. Welsh Language Level RequirementsEssential: Level A1 (basic phrases and greetings).
