Driving change together with external consultants, industry, DE&S and the Front-Line commands, we will enable Defence to achieve greater agility and efficiency, achieving both value for money for the taxpayer and also operational advantage.”Business Modernisation for Support (BMfS) is, first and foremost, a business change and process re-engineering programme. It seeks to transition Defence from legacy processes to align with leading practice across both the commercial Support sector and with allies. This in turn allows for future Defence business processes to be underpinned by COTS, cloud-enabled, evergreen IS, integrated with the Defence Digital Backbone, cyber-secure and accessible globally. The introduction of Robotic Process Automation and AI where appropriate will remove the need for human intervention in non-value-adding tasks, and the implementation of a simple, intuitive ‘Amazon-style’ interface will reduce the need for specialist training, minimise instances of human error and improve the user experience.This position is advertised at 37 hours per week.Job DescriptionThe Senior Programme Controls Manager is part of the management and control of the BMfS Operations Support Office. They will provide Project Control leadership to the BMfS Programme, supporting the strategic development and the delivery of projects. The post holder will be responsible for developing and leading the approved governance framework and associated artefacts of the BMfS programme, enabling achievement of Major Programmes objectives.The Senior Programme Controls Manager will communicate performance of projects to Senior Leadership through coordination of approved governance framework to ensure effective delivery and informed decision making at a senior level. They will provide subject matter expertise to the wider programme, senior leadership, and delivery agents.The Senior Programme Controls Manager will act as focal point for assurance across the programme ensuring deliverables are achieved to cost, time and quality. They will line manage/work collaboratively with multiple Project Control Specialists in ensuring delivery teams meet their planning, scheduling, risk management, resource demand, performance reporting and programmatic change management. The post will report into the Deputy Programme Director.Person specificationIdeally The Applicant/ Job Holder Will HavePrevious experience within a complex programme delivery environment as a SME in Project Controls, with relevant experience in leading others across sub-disciplines. Confident in engaging and building a close working relationship with a diverse range of stakeholders (both internal and external), taking into account their levels of influence and interests. Strong negotiator, persuasive and able to influence others through to senior level. Ability to communicate specialist advice effectively across various communication channels whilst handling difficult conversations with others professionally and sensitively. Experienced in the delivery and management of: Identifying and monitoring risks, issues and opportunities, ensuring active action is taken to respond efficiently and effectively. Planning and scheduling control systems, techniques and procedures, and the use of scheduling tools and methods; Identifying and reporting dependencies whilst understanding the implications to both internal and external projects/programmes; Identifying and monitoring risks, issues and opportunities, ensuring active action is taken to respond efficiently and effectively; Comprehensive knowledge of Defence and ideally, experience in more than one domain.
