We have an exciting opportunity to contribute to the strategic planning and business management of the largest digital transformation programme within the Environment & Business directorate. The Regulatory Services Programme is responsible for delivering digital services that will transform environmental regulation. You will lead within the Programme Management Office (PMO), providing valuable input into the financial and business management of the programme to support risk mitigation, issue resolution, and barrier removal, ensuring alignment with the business case and value for money. We seek someone with a strong track record in managing complex financial information, collaborating to drive value for money, and influencing ongoing investment. Tasks include: Understanding the financial and economic cases underpinning the programme’s business case and spending review bids. Ensuring programme deliverables align with strategic objectives, owning the change control process. Supporting the Programme Manager to ensure changes to Time, Cost, and Quality are assured, working closely with delivery teams to ensure affordability and value for money. Managing queries from senior stakeholders and delivering regular programme reports, including financial tracking across EA, Defra, and external suppliers. Supporting investment and funding activities alongside the Programme Manager and Director. Ensuring adherence to governance and assurance requirements. Supporting ongoing business management through whole life cost allocations. The team The Digital, Innovation and Programmes team oversees the Digital Strategy and its implementation, setting strategic direction for digital services that transform environmental regulation. You will work within a multidisciplinary team, alongside Defra shared services and third-party suppliers, shaping the delivery of user-centered online services and digital platforms to improve efficiency, simplicity, and speed. Experience/skills required Beneficial but not essential experience includes: Experience working in a fast-paced, dynamic programme. Extensive digital skills across Microsoft products (Excel, SharePoint, PowerBI, etc.). Experience managing complex financial information. Understanding of financial, business planning, and budgetary processes, including charge funding, CDEL, and RDEL. Purchase order raising experience. Experience with business cases, EA and Defra approval routes, and change control processes. Experience working in a digital programme (helpful but not essential). Awareness of governance around spend control and assurance processes. Proven ability to lead, engage stakeholders, and drive innovation and best practices.
