The Director of Project Delivery will be the RFLPS strategic lead for planning and executing commissioned infrastructure initiatives and ensuring that within a robust governance framework all projects deliver on optimisation of value and benefits to our customers and stakeholders.Main duties and responsibilities include:Year on year, set and agree prioritised RFL Group capital investment programme using RFLPS algorithm methodology; support sponsor journey through RFL governance ensuring RFL group board sign-off and control flow of projects to achieve best use of funding.Is accountable for the management and control of funding of all commissioned projects against its overall capital allocations from bidding, business case development, delivery and completion routinely checking and forecasting spend against budget and completion timings.Put in place and embed foundations of successful project partnership ensuring strong governance arrangements, effective and transparent communication, commitment and collaboration at all times across programme and project teams to ensure the delivery of defined success criteria.Create detailed financial models and estimates for each commission, including projected out-turn costs, revenues, and cash flows. Conduct stress tests to assess how the projects financial viability or decisions to proceed would be affected by adverse scenarios, material variations or construction delays.Ensure adoption and compliance with RFLPS commission playbook for all commissions providing training and learning as may be required within RFLPS and customers sites.Provide effective oversight and stewardship to the entire RFL Group capital programme and project through the lifecycle from initiation to closure and be responsible for engaging and informing all stakeholders, ensuring that every phase of the project is executed seamlessly in line with brief and objectives.Be accountable for regulatory compliance of all projects and for alignment with all HTMs/HBNs unless derogations authorised and signed off by customers and stakeholders.Use risk registers as an effective capital programme and project management tool through the lifecycle of all individual projects; put in place a forensic approach to risk assessment, strategic planning and mitigation strategies cognisant of stakeholder needs to minimise impact and consequence of interruption to life saving critical infrastructure and continuity of care.What do we need?Educated to Master degree in relevant discipline or equivalent experienceChartered Engineer or chartered member of a relevant institution, i.e. IOB, IHEEM, IET, IMechE, CIBSE etcProfessional qualification in project/programme management or similarNEC accreditationSignificant experience post IOB/RICS/CIOB or demonstrable experienceSignificant experience of strategic and operational stages of project deliveryA proven leader with multi-disciplinary estate strategy, construction and project management & delivery experienceComprehensive knowledge of procurement options, contract management, partnering and joint venture and significant experience in managing multi million contractsWhats in it for youA competitive salary offering between 117,101 - 128,511 per annum depending on experience, with plenty of opportunities for growth and developmentNEST pension scheme with 6% employer pension contribution25 days annual leave plus public holidaysCar leasing salary sacrifice schemeA range of discounted lifestyle and well-being benefitsAt RFLPS, we are working towards our vision of connecting people who care through world class spaces.
