Job Description

To ensure Charnwood Borough Council achieves its vision and business objectives by supporting the Principal Officer - Repairs and Maintenance to drive and develop the services to achieve and maintain top quartile performance in all categories. * To facilitate and supervise housing repairs and void maintenance services to achieve top quartile KPI and other performance indicators as may be specified. * Deliver high quality customer standards in line with proactive tenant and leaseholder engagement. * To identify, devlop and implement new business opportunities within repairs and maintenance. * To effectively lead,develop and motivate the repairs and maintenance teams (operatives), monitor and report on the delivery of the Responsive Repairs and Void Maintenance services, ensuring they meet time, cost, quality targets and the needs of our residents. * To ensure all employees within the section including trade and manual employees are effectively managed, have a clear focus on quality and customer service delivery and are motivated and empowered to achieve objectives. * To provide equality in service delivery and lead on all aspects of repairs amd maintenance for Charnwood Borough Council, including management of the in-house repairs service, external material suppliers and sub contractors. * To ensure that tenants , leaseholders and customers are at the heart of all services and that all staff demonstrate a commitment to the development and implementation of Charnwood Borough Councils involvement framework. * To resolve complaints about the repairs and maintenance service in a prompt, positive and professional manner liaising with the customer liaison officer. * To be a lead officer on safeguarding for the repairs and maintenance service. * Delivery of an effective and appropriate service to all service users, fairly and without discrimination. Main Duties and Responsibilities To support the Principal Officer Repairs and Maintenance , through partnership working, in the delivery of Charnwood Borough Councils mission,vision and values and the delivery of the Management Agreement and Delivery Plan. To support the Principal Officer Repairs and Maintenance with the achievement of strategic, corporate and partnership initiatives for the repairs and investment services To supervise and manage the trade workforce of the repairs service to ensure excellent services are provided to customers and performance against targets meet the councils expectations. To deliver service improvements through the application of Charnwood Borough Councils Performance Management Framework thereby ensuring that the organisation delivers excellent services to all customers. To support the embedding of a value for money culture that delivers continuous improvement throughout the organisation. To contribute to the councis out of hours call out service. To demonstrate exceptional leadership skills, leading by example and providing an excellent role model for other employees. To develop and maintain a customer focused culture, values and reputation in all of the councils markets and with all staff, customers, suppliers, sub contractors, partners and regulatory /official bodies. To ensure that there is performance accountability within the repairs and maintenance service, and that there is a full commitment to the delivery of excellent customer focussed services.To ensure that the repairs and maintenance service has an awareness of the sector and its challenges and looks for ways to exceed customer expectations through a focus on continuous improvement and a proactive approach to all best practice.To act as an ambassador of the council by displaying at all times a professional and responsible attitude. Proven supervisory experience in the delivery of a high quality in-house (DLO) repairs and maintenance service. Demonstrable experience of and ability to create a vision for a service and to operate strategically. Significant experience in managing both voids and responsive repairs within an in-house operation. Experience of planned maintenance and asset management contracts . Management experience in a construction related environment. Knowledge and understanding of the legal and statutory framework relating to repairs and maintenance services. Extensive knowledge and understanding of the legal and statutory framework relating to employment, local government and repairs and maintenance services. Experience of successfully supporting and managing the process of change within an organisation. Significant experience of supply chain and procurement of contracts including materials and stock. Experience of successful performance based management in a customer focused service organisation.
