Role Overview We are seeking an experienced Product Manager to lead the strategic development of identity verification (IDV) processes for emerging digital electoral services . This role will support and align delivery across two high-profile initiatives: Votes for 16 and Improving Voter Registration . You will work at the intersection of policy, technology, and service design to ensure identity verification journeys meet legislative requirements, align with national standards such as One Login , and deliver exceptional user experiences. Key Responsibilities Lead product delivery for identity verification workstreams across multiple service areas. Collaborate with policy, technical, design, and delivery teams to develop a unified IDV approach. Develop and iterate a clear product vision, roadmap, and backlog , aligned with broader government identity services (eg, GOV.UK One Login). Identify and manage legislative, technical, and operational dependencies , including integration with third-party platforms. Translate user research and service insights into actionable product decisions. Prepare and present product artefacts to senior governance boards, including the Digital Assurance Board . Facilitate sprint planning, playback, and handover sessions to ensure effective and transparent delivery. Essential Skills & Experience Proven experience as a Product Manager in public sector or similarly complex digital service environments. Hands-on experience shaping and delivering identity verification journeys , ideally aligned with One Login or GOV.UK App standards. Strong grasp of user-centred design principles , Agile delivery methods, and cross-functional team collaboration. Skilled in engaging diverse stakeholders-policy, technical, design-to influence strategy and delivery decisions. Confident in producing high-quality product artefacts and delivering presentations to senior stakeholders and governance forums . Ability to manage and coordinate dependencies across multiple teams and third-party systems. Desirable Familiarity with electoral services or experience working within politically sensitive delivery contexts . Involvement in early-phase service design, particularly Discovery and Alpha stages.
