Job OverviewThe Senior Engineering Manager is responsible for leading the delivery of engineering and estates services at the Children’s Hospital. This role ensures full compliance with statutory regulations, PFI agreements, and healthcare technical standards (HTMs/HBNs). It combines strategic planning, operational management, and technical oversight to maintain safe, efficient, and high-quality building and engineering services across the site.Main DutiesProvide clear and effective communication with senior managers, directors, and external stakeholders including equipment suppliers, consultants, NHS Estates, the Medical Devices Agency, HSE, police, and fire services. This includes communicating complex technical information to both mechanical and electrical teams.Ensure all statutory and contractual responsibilities related to building services are fulfilled and appropriately recorded.Act as an Authorised Person in accordance with the site’s compliance matrix, undertaking duties as required.Interpret and apply complex technical documents, drawings, and standards provided by external organisations.Develop and manage strategic plans that support long-term compliance and operational efficiency, while allowing for changes in legislation or guidance. This includes setting risk management strategies for the wider estates function.Participate in the estates management on-call rota, responding to issues outside of core hours, assessing situations on-site, coordinating responses, and making decisions to resolve problems quickly and safely.Lead and support teams with strong technical guidance and clear communication, promoting good staff morale, professional development, and a high-performing work environment.Step in to support or represent the Head of Estates when required, taking on delegated responsibilities.Uphold a clear commitment to safeguarding, ensuring that children's welfare is prioritised in all services and developments. As a senior leader, maintain oversight and accountability for safeguarding within the department.Oversee maintenance and repair of all engineering systems, ensuring they are delivered to the correct standard, on time, and within budget, while supporting the safety and comfort of patients, staff, and visitors.Ensure regular inspections, surveys, and assessments are carried out across the estate to determine condition, support long-term planning, and enable accurate budgeting and lifecycle costing.Maintain and update the planned preventative maintenance (PPM) system, including all plant inventories and work schedules. Ensure that maintenance contracts are current, cost-effective, and delivered to the required standards.Manage emergency preparedness and ensure that contingency plans are in place for key systems and equipment.Take a proactive approach to improving the delivery of engineering and support services, with a focus on time, quality, and cost.Manage environmental compliance, particularly regarding surface and foul water discharge permits and licences, ensuring all activities align with legal requirements.Lead recruitment and staff development within the estates team. Ensure staff have the right training, are competent in their roles, and stay up to date with technical standards and legislative changes.Identify skill gaps, develop training plans, and maintain a strong and capable engineering workforce.What We’re Looking ForCertifications in FM, engineering, or health and safety (e.g., NEBOSH, IOSH, IWFM).Proven experience in a technical leadership role, ideally in a healthcare environment.Authorised Person (AP) qualifications are desirable.Strong understanding of engineering principles within operational settings.Knowledge of HTMs, HBNs, and relevant compliance standards.Experience in identifying non-compliance issues and implementing effective action plans.Ability to analyse workloads and ensure the correct technical competencies are in place.Strong communicator with the ability to influence and build relationships with both internal and external stakeholders.Confident leader with a problem-solving mindset, focused on operational excellence.Adaptable and open to new challenges in a dynamic working environment.
