BC+ works at the intersection of nature, community, markets, and finance, partnering with innovators to overcome systemic bottlenecks and enable long-term ecosystem stewardship. Through catalytic grants, technical assistance, and strategic partnerships, BC+ is accelerating a new generation of blue carbon-positive enterprises across priority geographies.The International Blue Carbon Institute (IBCI) is a global hub for exchanging expertise, knowledge, and learning in blue carbon research and implementation. Based in Singapore, the IBCI works globally by partnering with governments, scientists, organizations, and communities to advance applied science and research, build capacity for blue carbon science, policy, and finance, as well as implementation strategies for blue carbon ecosystems.The Senior Manager, Monitoring, Evaluation and Learning (MEL) will provide technical support to the growing BC+ (70% LOE) portfolio as well as to the IBCI (30% LOE) and broader Blue Climate program. This position will implement comprehensive MEL systems, tools, and methods that monitor and assess progress towards programmatic goals and outcomes; build MEL capacity of BC+ (CI and TNC), IBCI and broader CI Blue Climate Network Team, working with external partners, grantees and consultants; lead data collection strategies, including tracking of climate, biodiversity, and economic impact indicators; support portfolio management, and represent BC+ in key operational and partner coordination meetings. Reporting jointly to the BC+ Program Director and the Senior Director of the IBCI, this role will address the most significant and urgent needs to accelerate improvements in program/project design and delivery.ResponsibilitiesDevelop and manage a portfolio-wide monitoring, evaluation and learning system that facilitates data verification and data inputs from the field to enable constant visibility on the impact of the portfolio against targets and indicators. Review any MEL requirements or policies of both CI and TNC to ensure alignment with each organization's needs, while optimizing shared tools, expertise, and resources to effectively support the goals of BC+. Lead data collection strategies and direct/support data collection efforts (potentially through consultants or in collaboration with partners) to ensure reliable reporting in line with donor requirements. Develop and/or refine context-appropriate indicators and means of verification in collaboration with team and partners. Build MEL capacity of partners to enable them to meet program MEL requirements as well as support their positive growth and organizational development. Develop communication and capacity-building materials to facilitate effective communication of MEL processes and requirements for project partners and grantees. Strengthen the MEL capacity of team members (especially BC+ coordinators) to enable them for expanded responsibilities and to effectively support partner-led MEL efforts. Lead program efforts on climate impact indicators (carbon sequestered, hectares conserved) in collaboration and alignment with other climate-focused teams to track climate impact. Develop processes and mechanisms to capture and apply learnings throughout the program cycle Support the Program Directors by undertaking program and portfolio management activities which may include partnership management, coordinating MEL efforts across multiple projects and programs, strategic planning, multi-team work planning, representing leadership in operational meetings (fiscal sponsor, MEL, safeguards), supporting event planning and organization, operational administration. May need to work outdoors in adverse weather conditions Guidance on flexible work arrangements will be shared during the interview process.QualificationsRequiredBachelor’s degree in a relevant field such as environmental science, development studies, public policy, natural resource management, economics, monitoring and evaluation, or the equivalent combination of education and experience plus 5 to 7 years of professional experience. Experience working with different approaches, including MEL, MEAL, and MERL Considerable experience formulating strategies to achieve M&E goals, developing and implementing M&E plans, and reporting on progress. Proven experience in program or project management, including coordinating multi-stakeholder initiatives, tracking workplans and deliverables, and supporting effective implementation across dispersed teams. Proven ability to understand, interpret, and apply technical and scientific information and data to achieve tangible results. Excellent oral, written, and interpersonal communication skills. Strong attention to detail and time management skills. Proficient in Microsoft Office, project management training, and monitoring & evaluation (M&E) training. Proven ability to work in a team environment and work well across cultures and within and across organizations. Demonstrates a high degree of initiative and autonomy, and is able to progress activities with minimal supervision in a fast-paced, dynamic environment. Fluency in English required.PreferredAdvance degree preferred in a relevant field such as environmental science, development studies, public policy, natural resource management, economics, monitoring and evaluation. Experience or working knowledge of conservation-related concepts, projects, or programs.
