The estate is a mixed portfolio of HQ buildings and offices, data facilities, ambulance stations with multiple support functions in them (termed “Resource Centres”) and small ambulance support locations, training facilities, fleet management and logistical support bases. The Estates Department is responsible for the delivery of a quality estates function. Our remit covers far more than just planned and reactive maintenance contracts. The work of the Estates Department goes into safeguarding all SCAS buildings and ensuring that associated equipment is in a safe operational condition and fit for purpose. Additionally, it is the Estates Department’s responsibility to ensure that our portfolio of properties meet the changing operational needs. We are now seeking the expertise to self-deliver a number of integral estate functions and recruiting a Waste and Energy manager. Main duties of the jobYou will develop relationships, in driving compliance and performance The management of service contracts to ensure compliance. To effectively lead the service providers through a changing property portfolio and environment, minimising disruption and gaining ‘buy-in’ quickly. Develop suitable strategies to facilitate ongoing improvement and cost efficiency. Produce contract budgets and be responsible for cost control and reporting. Take appropriate and timely action to identify and eliminate risks. Play a lead role in the management, control and assurance of health and safety compliance. Ensure that estate contracts and business processes are compliant with relevant legislation. Demonstrate Health and Safety leadership behaviours to continually develop our Safety culture ensuring that all our colleagues, patients and suppliers go home safe every day. Maintain estate documentation and records as required. Review, sign, action, file and manage associated documentation received from team, specialists, and service providers. Detailed job description and main responsibilitiesWaste Management Compliance • Ensure all waste management practices comply with HTM 07-01, National statutory guidance such as NHS Clinical Waste Strategy, and relevant legislation, including the Environmental Protection Act and Hazardous Waste Regulations. • Implement and regularly review waste management policies and procedures to ensure compliance and best practices across the Trust. Assist with the development of new policies to maintain regulatory compliance. • Oversee the proper segregation, packaging, labelling, storage, transportation, and disposal of all domestic, WEEE, confidential and healthcare waste, including clinical, hazardous, and non-hazardous waste streams. • Support the Estates Compliance & Performance Manager in striving towards a 100% compliant Estate. • Undertake investigations into incidents of non-compliance with waste regulations both within the Trust and externally at premises of our waste contractors and provide reports on outcomes and remedial actions. Waste Data Collection and Reporting • Collect and analyse waste management data, including volumes of different waste streams, compliance rates, and waste disposal costs to ensure best value for the Trust. • Prepare and submit accurate data for the Estates Return Information Collection (ERIC) return, ensuring all relevant waste management metrics are reported. • Produce regular reports on waste management performance for the Assistant Director of Estates and other stakeholders, highlighting key trends, risks, and opportunities for improvement. Training and Staff Engagement • Develop and deliver training programs to educate relevant staff on waste management procedures, emphasising the importance of correct waste segregation and compliance with HTM 07-01. • Promote awareness of sustainable waste management practices and engage staff in initiatives to reduce waste and improve recycling rates. • Act as the primary point of contact for waste management queries, including Freedom of Information requests, and provide expert advice to staff on waste-related issues.Contract and Supplier Management • Manage relationships with external waste contractors, developing appropriate KPIs to ensure services are delivered in line with contracts, legal requirements, and the Trust's Waste Management Policy. • Participate in the procurement and tendering process for waste management services, ensuring value for money and compliance with sustainability objectives. • Monitor contractor performance, address any issues promptly, and ensure that waste is handled in a safe and compliant manner.Risk Management and Auditing • Conduct regular audits of waste management practices across the Trust to ensure compliance with HTM 07-01, statutory guidance, national legislation and internal policies. • Identify and assess risks related to waste management, implementing appropriate control measures to mitigate these risks. Where appropriate, report risks for inclusion on the Trust’s risk register. • Ensure that all incidents related to waste management are reported, investigated, and lessons learned are shared and implemented across the Trust. UTILTIES & ENERGY MANAGEMENT Energy Management and Compliance • Develop, implement, and manage the Trust’s energy management strategy to reduce energy consumption and carbon emissions, in line with the Trust’s Green Plan and NHS England “Delivering a Net Zero NHS” sustainability goals. • Identify, evaluate, and implement energy and cost-saving initiatives and projects, such as upgrading building services, optimising energy use in operations, and integrating renewable energy sources. • Ensure compliance with relevant energy legislation, such as Building Regulations and the ISO 50001 (Energy Management Systems) standard. • Monitor energy consumption across the Trust, identifying trends, inefficiencies, and opportunities for improvement. • Manage supplier payments and invoice processing to ensure timely and appropriate payment to energy providers, thereby reducing penalties and delivering cost savings.Green Plan Implementation • Play a key role in delivering the energy-related components of the Trust’s Green Plan, including contributing to the development of sustainable energy policies and practices. • Collaborate with the Head of Sustainability to alignenergy management initiatives with the broader environmental and sustainability objectives of the Trust. • Support the achievement of carbon reduction targets by driving initiatives that promote the use of renewable energy and energy-efficient technologies.Person specificationQualificationsDegree or equivalent experience in Energy Management, Waste Management, Environmental Science, Engineering, or related fields Knowledge and experience in adherence to of HTM 07-01, the Environmental Protection Act, Hazardous Waste Regulations and the NHS Clinical Waste Strategy 2023. Knowledge and appreciation of energy management systems, energy-saving technologies, and relevant standards such as ISO 50001 Knowledge of the NHS England “Delivering a Net Zero NHS” strategy and its objectives relating to energy management and sustainability Professional qualification in energy management, such as CIBSE Low Carbon Consultant or Energy Institute membership. Experience in training and engaging staff on energy conservation and sustainability practices. ExperienceDemonstrable experience in financial and budgetary management relevant to estates and / or waste management. Up to date knowledge of relevant waste legislation and technical procedures. Able to demonstrate good understanding of waste related health, safety and welfare policies and procedures. Experience working with Computer Aided Facility Management systems. Good understanding of Energy management and control systems. SkillsPrevious experience of working in a small team. Good organisational, management and project management skills including team leadership.
