Role Summary: Join our team as the Head of Cost to drive success in delivering Core Services within the PMO team. Your role will be pivotal in supporting the overall PMO service offering and providing essential support to our wholesale business. As the Head of Cost, you will oversee key areas such as processes, organization, people, information, and technology that are fundamental to cost, estimating, and budgeting processes. In this role, you will play a crucial part in shaping the Cost strategy and implementing best practice methodologies and innovations. Your responsibilities will also include managing Cost Management systems to ensure efficiency and excellence in our operations. Main responsibilities: Lead and inspire the Cost Management team, maintaining organizational culture, values, and reputation to ensure the delivery of the UU vision. Manage roles and responsibilities, support team performance, promote safe behaviors, and create an environment for excellence. Report to senior leadership on key Cost Management matters. Set and oversee the Cost Management strategy, managing interfaces with Project controls, estimating functions, and stakeholders. Ensure robust project cost estimates support the Programme Performance Management Baseline (PMB), change processes, and early warnings. Maintain a robust cost breakdown structure (CBS) aligned with estimates, Work Breakdown Structure (WBS), and Organisational Breakdown Structure (OBS). Define and implement processes and systems to control cost baselines and budgets across various commercial models and project lifecycles, ensuring industry best practices. Engage with project teams and supply chain to ensure quality of cost data and inputs; support supply chain on UU processes and requirements for cost submissions. Define and monitor KPIs for performance against cost baselines and budgets. Stay updated with Cost Management best practices, software, and tools. Identify and develop training for team members in cost management. Provide accurate status assessments of cost performance to the Head of PMO and SLT. Conduct independent assurance on projects to confirm proper process application and provide feedback for corrective actions. Collaborate with cross-functional teams to ensure continuous improvement activities. Manage resource planning, recruitment, and utilization of the PMO cost management team. Support the shaping and delivery of the PMO continuous improvement agenda, establishing Communities of Practice and benchmarking against industry standards. Skills, qualifications and experience: Degree or equivalent in a relevant discipline or relevant experience. Extensive experience in Programme Controls, Cost Management, or Estimating. Experience with large complex programmes (circa £5bn+) or major projects (£500m+). Strong understanding of cost management and estimating techniques based on industry best practices. Relevant qualifications such as APM, ACostE, RICS, or equivalent in project controls. Experience delivering major infrastructure/build projects and programmes.#J-18808-Ljbffr
