ARDS AND NORTH DOWN BOROUGH COUNCIL Post Title: Multi Skilled Tradesperson (Core Trade: Fitter) Directorate:Environment Department:Assets and Property Services Location: North Road Depot Complex Salary Scale:Scale 5 SCP 13 -18 Reports To: Senior Property Maintenance Officer (via Technical Supervisors) Car User Status: Use of Council Vehicle The person appointed will be competent and responsible for all types of work associated to the trade, in respect of new build, planned and response maintenance to all buildings, sites and equipment under the control of the Council. The person appointed should be capable of working on own initiative and diagnosing and repairing faults as directed. Incumbents will have gained a knowledge of departmental operations and may act as a group leader or as an assistant to the regular supervisor as and when directed. JOB DESCRIPTION: Generic responsibilities required at this level: 1. Carrying out all types of work associated with the trade, including new work, emergency work, planned maintenance and response maintenance to all buildings, sites and equipment under the control of the Council. 2. Have the ability to read drawings and be responsible for measuring and ordering all necessary materials. 3. Responsible for all plant and tools within the tradespersons workshop. Including carrying out regular checks to ensure that equipment is in good, safe working order. Responsible for reporting any defective equipment to a supervisor. 4. Responsible for driving and operating elevated platform cherry picker and /or forklift truck in accordance with training/licence. 5. Responsible for ordering and maintaining the stock of raw materials within the tradespersons workshop. 6. From time to time, carrying out general maintenance, including for example, building and site repairs, laying concrete, kerbing, fencing, painting and safety matting repairs. 7. Must be prepared to work in potentially unpleasant conditions/carry out potential unpleasant operations eg: graffiti removal and dead animal removal. 8. Use of communication systems (eg: mobile phones) particularly for emergency calls. 9. Completion of forms eg: time sheets, works request forms indicating materials used/required, times, work undertaken etc. 10. Must be willing to work overtime when available (including public or bank holidays). 11. Must be prepared to attend emergency calls outside of normal working hours, if available. 12. Must be prepared to attend training courses (including practical/exam/tests) as deemed necessary and accept all highlighted responsibilities. 13. Performing all duties in a safe and proper manner and complying with the Councils Health and safety policies in accordance with the Health and Safety at work (NI) Order 1978, subsequent and other relevant legislation, and Risk Assessments to ensure safe and proper working environment for self, all Council employees, outside contractors and members of the public. This includes the use/wearing of personal protective equipment. 14. Responsible for and driving of vans and lorries, and carrying out recording daily vehicle inspection procedure on allocated vehicle, and completing records/defects sheets. Keeping vehicle tidy and cleaned once a week. 15. Assistance to other trades as required (eg: electrician, joiner, fitter, plumber) 16. Responsible for safe scaffold erection and dismantling. 17. Assist in the erection and dismantling of items, fittings and equipment for special events throughout the Borough. 18. To undertake any other appropriate duties as may be allocated from time to time in accordance with the general nature of the post. RESPONSIBILITIES SPECIFIC TO THIS ROLE: 1. Responsible for the design/manufacture, assembly, erection and installation of new steel structures/framework (i.e. gates, bus shelters, footbridges, turn-styles etc) through competent use of machinery/equipment. 2. Responsible for ensuring that the fitters workshop is maintained in a clean and safe operating condition. 3. Carrying out weekly checks of playgrounds to ensure the Councils continued compliance with industry best practice. PERSON SPECIFICATION The person specification provides information on the qualifications, experience, knowledge and skills required to carry out the duties of the post. QUALIFICATIONS ESSENTIAL Must have served an apprenticeship in this trade e.g. City & Guilds qualification in Metalwork or equivalent qualification DESIRABLE Hold a RPll Level 2 approved Playground Maintenance/Inspection Certificate EXPERIENCE ESSENTIAL Must have a minimum of 3 years on site post apprenticeship experience to include:- Fabrication of structures requiring a high standard of finish e.g. works within the public domain Outdoor working DESIRABLE Have at least 5 years post apprenticeship experience KEY SKILLS & ABILITIES ESSENTIAL Must have a good working knowledge of all aspects of the building trade Good team, communication and interpersonal skills Ability to use own initiative Knowledge of health and safety in relation to the industry OTHER REQUIREMENTS ESSENTIAL Must hold a full current driving licence Category B Applicants must hold a current Construction Skills Registration Card or attain one within 3 months of appointment To be comfortable working at heights As manual handling is involved, the post holder must be of a satisfactory level of general fitness Appointment will be subject to completion of pre-employment Drugs and Alcohol Screening A driving assessment by Council will form part of the selection process DESIRABLE Current valid driving licence Category C1 Valid Forklift and Cherry Picker Licence
