The NHS Wales Joint Commissioning Committee (NWJCC) is seeking a dynamic and experienced Commissioning Director to lead the commissioning of specialist mental health, learning disabilities services across the United Kingdom for the population of Wales, working with and on behalf of Health Boards and partners to deliver high-quality, sustainable care. About Us The NWJCC is a Joint Committee of the seven Health Boards in Wales, acting collectively to commission a range of highly specialised, national, and regional services. Our vision is to be a centre of excellence for collaborative commissioning, providing commissioning capability and leadership across NHS Wales, supporting Health Boards and partners to deliver high-quality, sustainable care for patients the length and breadth of Wales. With a commissioning portfolio of more than 220 services and an operating budget of £1.14 billion, our work spans from everyday services , from High Secure Mental Health Services, to NHS 111 Wales and ambulance services, to highly specialised and rare disease services that touch only a few lives—but in profound ways. The team supporting the Joint Committee consists of around 120 colleagues across offices in south Wales (in Nantgarw and Treforest) and north Wales (in Mold), and we are proud to be building a diverse, inclusive, and values-led culture. About the Role As Director of Commissioning – MHLDVG, you will: Lead the commissioning directorate for Mental Health, Learning Disabilities, and services for Vulnerable Groups, as well as other areas as directed by the Chief Commissioner. Drive the strategic planning, performance, risk management, and improvement of delegated services, ensuring they are high-quality, affordable, and outcome focused. Shape and implement the NWJCC’s Commissioning Framework, ensuring services are commissioned effectively and consistently. Provide leadership and support to national and regional commissioning groups, strategic networks, and clinical forums across NHS Wales. Support the Chief Commissioner as a member of the Senior Leadership Team, deputise when required, and act as a trusted advisor to the JCC’s Chair and committee members. About You We’re looking for a leader who brings: Proven experience in commissioning or strategic service leadership within health or care systems. Deep understanding of the mental health, learning disability, and vulnerable groups landscape. Strong collaborative skills to work across organisational boundaries and influence at senior levels.
