This includes any third-party assurance requirements.Job AdvertJob SummaryThe Technical Assurance Manager will report to and supports the Lead Technical Assurance Manager who has overall responsibility for the preparation, implementation and maintenance of the Technical Assurance Plan and the implementation of the processes and procedures identified therein to deliver technical self-assurance at each HS2 Technical Lifecycle Stage. This includes any third-party assurance requirements.The Technical Assurance Manager supports the implementing and keeping up to date the required processes to self-assure, including but not limited to: Requirements and Requirements V&V, Standards, Assumptions, Departures / Concessions, Configuration, Engineering Safety, Coordination with other Stakeholders.Key ResponsibilitiesWork in accordance with the Technical Assurance Management Plan (TAP) that is compliant with: WI 100, Description of the Works; WI 120, Management of the Works; WI 300, Design; WI 310, Technical Assurance; WI 350, Employer’s BIM Requirements; WI 370 Systems Integration; and HS2 Technical Assurance Plan and the plans, processes and procedures referenced therein.Implement the TAP that provides technical assurance evidence and which demonstrates that:The HS2 and other third-party requirements have been properly managed and controlled and compliance of the designs to these requirements demonstrated.The Undertakings and Assurances (U&A) have been properly managed and controlled and compliance of the designs to the U&A demonstrated.The EMR and other environmental requirements have been properly managed and controlled and compliance of the designs to the EMR demonstrated in Environmental Compliance Notes.Compliance has been achieved with the applicable standardsAll non-compliances and departures from the HS2 and other third-party requirements are raised in line with the HS2 Departures ProcedureAll non-compliances and departures from standards as defined in the Project Standards Baseline are raised in line with the HS2 Departures Procedure.The Assumptions Register has been set up and managed in compliance with the HS2 Procedure for the Management of Contractor Assumptions and assumptions validated by the relevant parties and stakeholders.All risks identified and associated with assumptions or design decisions and impacting cost and time are recorded and managed through the Project risk register in accordance with the Project Risk Management PlanConfiguration is reported in the Configuration Status Report. Technical assurance will be achieved through application and checking of robust configuration management processes as described in further detail in the Project Configuration Management PlanAssist the Lead Technical Assurance Manager with preparing, implementing and keeping up to date for implementing the discipline specific plans: Requirements Management Plan and Configuration Management.The Technical Assurance Manager shall take an active role in the planning, co-ordination, and submission of all technical assurance activities and the resolution of technical assurance related issues to deliver a progressively self-assured product to achieve Level 3 certification for each work package to enable the completion of all technical lifecycle stages.Ensure the plan describes the technical assurance to deliver a “right first time” and to be followed by Mace Dragados JV and its sub consultants and contractors.Develop a plan that demonstrates that Mace Dragados, as the first line of defence, has progressively delivered a fully technically assured, self-certified product that: is safe to build, operate and maintain; meets the requirements of HS2 Ltd as defined in the HS2 TAP; is fully integrated within the Euston campus; is compliant with the required standards and regulations; has been duly coordinated with the relevant stakeholders; has been verified and validated throughout all technical lifecycle stages; and is robustly evidenced.Ensure that reviews of the completeness of the set of Stakeholders will be conducted on a regular basis.Define overall Assurance of the project through the lifecycle stages from design to handover.Ensure that sound engineering and V&V result in the production of the evidence that assures all the stakeholders that the project is on track and will deliver what has been requested.Ensure that the assurance evidence is progressively delivered through each project lifecycle.
