Job descriptionWest Coast Partnership Development (WCPD) is working with the Department for Transport (DfT) and HS2 Ltd to design, develop, and implement new high-speed rail services on HS2.Transition Finance Business PartnerThe purpose of the job is to develop and oversee the financial aspects of the Shadow Operator activities, facilitating the successful transition and launch of integrated high-speed and conventional rail services for the West Coast Partnership franchise. This role combines financial oversight responsibilities with project planning, coordination, and delivery.The deliverables include:Financial planning and analysisBudget design and managementFinancial reportingBuilding and maintaining relationships with WCPD colleagues as the key financial business partner for the Transition ProgrammeThe key accountabilities of the role are:Budgeting, forecasting, and scenario cost modelling for the Transition ProgrammeProviding direct financial support, partnering, and management for Functional Leads, with the ability to challenge and identify business risks and opportunitiesProgramme cost management, variance analysis, and reportingSupporting the scoping process financiallyPreparing supporting documents for Change / Escrow updatesCreating and maintaining internal financial modelsProviding timely periodic financial information to the WCPD Financial Planning Manager to ensure accuracyEnforcing strategy compliance and continuous process improvement throughout the ProgrammeSupporting the Heads of Finance & Commercial Management and Financial Planning & Performance in finalizing budgets and forecastsProviding ad hoc support to the Finance & Contracts Leadership teamIt is essential to ensure safety is prioritized in all activities.The role is based in London (338 Euston Road) with some travel required across the network.
