OverviewWe are excited to be able to offer an excellent opportunity to join a forward looking, dynamic local authority. An opportunity has arisen for a Senior Accountant Treasury Management who will play an important role within the London Borough of Tower Hamlets finance function. The role will be responsible for leading, managing and developing the treasury management function with emphasis on the need to deliver an efficient, effective and accurate service. The post holder will need to meet the challenges consistent with the policies and targets set by the team. ResponsibilitiesOversee the Council’s management of investments across money markets, lending and borrowing from third parties. Manage daily, monthly and annual cashflow forecasts and maintain the Council’s counterparty lists. Execute trades through the ICD-MMF system; invest with the DMO as needed; consult with brokers, advisors and counterparties; and coordinate CHAPS and FX payments across all departments. Ensure required reconciliations and journals for the Treasury function are completed, and ensure compliance with Treasury Management Strategies, CIPFA codes of practice, and statutory requirements. Prepare annual, quarterly and half-yearly outturn reports and submit external returns, including on DELTA. Assist with year-end closedown of Treasury Management and external audits; update Treasury Management Practices and procedure notes; and support the wider finance function, particularly in relation to Pensions and Collection Fund. Qualifications and experienceIdeally you are qualified or studying towards a CCAB or similar accounting qualification. Experience in treasury accounting within a large, complex organisation. Strong awareness of financial markets, the banking system, and financial news. You will be a great communicator and co-ordinator both within internal departments and externally with the Council’s stakeholders. Strong numerical and analytical skills for spreadsheets and processing large numbers with excellent accuracy and record keeping. Personal qualitiesPositive work ethic and willingness to develop, learn and grow; regularly attend treasury networks and conferences to enhance knowledge of financial markets. Team player, contributing to the wider team’s function, particularly relating to Pensions and Collection Fund.
