Asset Manager - Public Sector Location: Craigavon, Co. Armagh (with occasional travel across the Borough) Salary: PO4 £47,181, £24.45 per hour Hours: 37 hours per week | Monday - Friday, 9.00am - 5.00pm (Flexi time available) Contract: Temporary contract 6 months, may be extended Responsible to the Strategic Asset & Investment Manager for the operational delivery of a range of professional Land & Property functions including the management of Corporate Insurance and off-street car parking function. Key Responsibilities Produce detailed reports with recommendations for Council committees relating to land and property related matters. Responsible for the management and maintenance of Council's insurance policies keeping same under regular review ensuring appropriate risk management and value for money and appraise the performance monitoring of service providers. Undertake market analysis and best practice to investigate and procure new and innovate models of insurance cover. Responsible for effective loss monitoring, identification and reporting of loss patterns to relevant departments and directorates. Lead on investigations and liaise with Health and Safety department to proactively review lost cases and aid in developing "learning opportunities" to aid in minimising future losses on same basis. Preparation of relevant business plans, annual budgets, including the insurance fund and produce management information, reports, briefings, financial reports and papers relevant to service area, as required. Ensure they are effectively implemented, managed and adhered, in compliance with Council policies and financial regulations. Assist the Strategic Asset & Investment Manager in the development of Asset Management Strategy including the master planning of investment assets. Assist the Strategic Asset & Investment Manager in the development of Accommodation Strategy and space utilisation surveying. Assist the Strategic Asset & Investment Manager in the development of policies, procedures and implementation of the Corporate landlord model for the management of Internal occupied Council estate. Essential Criteria Applicants must demonstrate: 3rd level qualification in an appropriate building related discipline such as Estate Management, Surveying. Applicants who do not possess a relevant third level qualification must demonstrate 5 years' relevant experience as below. 2years' relevant experience in each of the following areas: Land & Property Transactions including disposal and lettings; Financial and budget management; Building and maintaining effective collaborative relationships with a range of internal and external stakeholders and analysing and resolving complex issues; Developing, implementing and reviewing relevant strategies/policies Excellent verbal and written communication skills; Excellent interpersonal skills including presentation and negotiation skills; Ability to deal with complex technical and contractual issues; Ability to work as part of a team; Ability to work on own initiative; Professional integrity; Working knowledge of ICT- PowerPoint, word, excel, outlook etc. Knowledge of a corporate insurance and/or off-street car parking Hold a full current driving license (valid in the UK) and have access to a car at the closing date or have ***access to a form of transport which will permit the applicant to carry out the duties of the post in full. *** This relates only to any person who has declared that they have a disability, which debars them from driving Desirable Criteria Chartered Surveyor in relevant field such as Valuation / Commercial Property Ashton Recruitment is acting as an Employment Business.
