Job DescriptionDo you have the following skills, experience and drive to succeed in this role Find out below.Programme Manager Housing Systems TransformationLocation: Hybrid PortsmouthDuration: April 2026 March 2028Working Pattern: 4 days per week (8.00 am 5.00 pm)Rate: 350 400 per day PAYEA major housing provider in Portsmouth is embarking on a significant transformation programme, replacing multiple legacy systems with a single, modern, cloud-hosted Housing Management System.This is a high-profile enterprise programme that will improve services for over 15,000 households, strengthen regulatory compliance, enhance data quality and deliver a significantly improved digital experience for residents and staff.The RoleYou will lead the full lifecycle delivery of a large-scale Housing Management System transformation, from mobilisation through implementation, testing, cutover and post-go-live stabilisation.You will provide programme leadership across technical, data and business change workstreams, ensuring delivery of a secure, compliant and future-ready SaaS platform aligned with governance and IT standards.Key ResponsibilitiesOwn and manage the end-to-end programme plan, including scope, milestones, risks, budget, governance and reportingLead multi-workstream delivery covering system configuration, integrations and environment managementOversee complex data cleansing and migration from multiple legacy housing systemsManage integrations across housing, repairs, finance, community safety and corporate platformsLead testing cycles including System Integration Testing and User Acceptance TestingDrive organisational change, process redesign, training and business readiness activityEnsure alignment with cloud strategy, cyber security, data protection and architectural standardsManage suppliers and contractual deliverablesOversee go-live planning, stabilisation and transition into Business as Usual supportTrack and deliver measurable benefits including compliance improvements, efficiency gains and digital adoptionEssential ExperienceProven experience delivering complex Housing Management System implementationsStrong understanding of end-to-end landlord services including rents, repairs, allocations and complianceExperience working with SaaS platforms such as NEC Housing, Microsoft Dynamics 365 or similar enterprise HMS solutionsDemonstrable experience of large-scale data migration from multiple legacy systemsStrong programme governance and stakeholder management experienceExperience leading organisational and digital change within housing or local authority environmentsThis is an excellent opportunity to lead a major enterprise transformation programme with real impact across housing services.For further information, please get in touch.If your application is successful, you will be contacted shortly.The job title and description in this advertisement may differ from the client's official job description/contract.
