The position will focus on a combination of Business Systems Analysis, Solution Development, end user support, and governance oversight, using various development tools with SharePoint in support of Transmission Engineering and Technical Services (TE). The Business Systems Analyst 3 will facilitate the analysis and definition of current-state processes, recommend and develop solutions and support system reliability. The position will also support both large transformational initiatives as well as desk-level improvement initiatives within TE. This position will support business users of SharePoint.OrganizationTransmission Engineering Operational Excellence and Compliance (TEBO) is responsible for providing project management (PM) services, change management (CM), business analytics (BA or BSA), compliance, and the Reliability Standards Owner (RSO) for all of TE and, at times, all of Transmission. The organization is responsible for providing performance and metrics dashboards and SharePoint governance for TE. TEBO will facilitate the improvement of TE's policies, processes, and procedures while maintaining focus on managing change.TEBO is a trusted leader in delivering industry standard best practices to bring efficient and effective operational project management, change management, business analysis, data analytics, compliance and Reliability Standards Ownership for the improvement of Transmission Engineering's business operations creating a culture of continuous improvement where people are empowered to identify and eliminate inefficiencies, thereby improving overall performance. Technical experts promote the development and integration of advanced technologies to improve system reliability and reduce costs.The ideal candidate will possess strong communication and facilitation skills, as well as a proven record for navigating amidst ambiguity.ASSIGNMENT RESPONSIBILITIESNote: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate manager or other federal personnel with the authority to do so.• Support Requirements Development:o Plan, organize and facilitate process improvement and business process documentation sessions in support of the Engineering and Technical Services (TE).o Research, analyze, model and organize information for developing requirements. o Decompose high-level information into details and abstract up from low-level information to distinguish between solution ideas and business needs.o Facilitate requirements, validation sessions and present findings.o Work with manager/federal personnel to facilitate resolution of requirement conflicts between stakeholders.• Solution Development and Proposal:o Design, architect, build and recommend solutions based on requirements and best practices approved by Management.o Facilitate/assist in technical process improvement initiatives o Research and develop methods to automate repetitive manual data manipulations.o Use Rapid System Development methods to build prototypes.o Complete all documentation in support of the solution, including use cases, requirements, test plans, process maps, and desk procedures.o Assist in the development of Business Cases/Justifications for the identified improvement opportunities and present the proposed solutions in both verbal and written formats to key stakeholders and sponsors.• Solution Build:o Prepare functional and technical documentation for continuity of support.o Work closely with corporate IT development guidelines and governance to encourage a smooth build.o Draft documentation for solution descriptions and technical specifications.o Design, build, and implement management approved both no-code and custom solutions within SharePoint approved by Management.o Draft and build electronic forms to support business processes.• Implementation and Change Management:o Support development and implementation of management approved change management plans that reduce employee resistance and empower management as change sponsors.o Facilitate various system verification activities such as systems and user testing.o Draft and deliver process and systems training to impacted employees.o Facilitate system and data integration efforts to connect disparate systems that have various levels of System Life Cycle (SLC) maturity.• Solution Maintenance:o Provide first line technical support to business users of the developed solutions.o Complete and improve technical solution documentation.o Analyze solutions and business practices for efficiency and effectiveness. Based on the analyses, initiate continuous improvement initiatives.o Promote adherence to governing policies.• Help the project meet business, schedule, and budget objectives. Alert the manager of any noted concerns or potential issues.REQUIREMENTSEducation & Corresponding ExperiencBachelor's Degree in Information Technology, Business Systems, or a directly related technical discipline is preferred. o With an applicable Bachelor's degree, 8 years of experience is required.o With an applicable Associate's degree, 10 years of experience is required. o Without an applicable Bachelor's degree, 12 years of experience is required. • Experience should be consistent with the specific requirements of business and systems analysis and progressively more technical in nature. Required Technical Skills & Experience• SharePoint development experience including expert level experience developing SharePoint composite/no-code solutions consisting of web parts, lists, libraries using SharePoint Server 2019/2019 Subscription Edition.• Power User to Expert level knowledge of SharePoint on premises architecture and site management best practices.• Ability to develop and manage SharePoint content types and taxonomy to improve document management and search functionality.• Experience with web front end development, HTML, JavaScript, jQuery, CSS, XML, JSON• Advanced knowledge of Visio and/or other flowchart tools. • Intermediate to advanced knowledge of user interfaces and optimal user experience practices.• Experienced with SharePoint integration with Microsoft Office Applications, including Power Query.All qualified applicants at CorSource Technology Group will receive consideration for employment without regard to race, color, religion, sex, sexual orientation, gender identity, national origin, disability, or status as a protected veteran.Does this position sound interesting, but perhaps not for you?
