Candidate must be willing to work on-site in Patuxent River, MD.CRL provides a signing bonus and potential relocation assistance for this position.Primary Responsibilities:Provide lead program analyst support to the Naval Air Systems Command (NAVAIR) in the areas of program management and operations, documentation development, and data management.CRL contract project lead responsible for oversight, management and execution of contract support services.Task Performed:Demonstrated Knowledge:Draft/review/edit program Acquisition Strategies/Plans, statements of work, program spend plans, monitor contract periods of performance and track CPAR due dates.Draft office contract correspondence and assign correspondence tracking numbers to all outgoing office correspondence.Process and track all incoming CDRLS, draft route sheets, draft response letters, route to appropriate reviewers, prepare final letter and route to GPM for signature.Work with base facilities personnel to ensure continuous availability of building, IT and phone services.Perform role as primary point of contract to maintain regular communication with the Government Procuring Contracting Officer (PCO), Contracting Officer Representative (COR) and Government Program Manager (GPM).Inform government representatives of any CRL contract related task performance, particularly significant risks, issues and the associated resolution plans and status. Coordinate with the GPM to ensure the correct skill sets are assigned for each of the support contracted efforts.Prepare and manage the execution of the support contract spend plan and Estimate To Complete (ETC).Coordinate with the GPM and COR for customer approval to adjust support contract resources (personnel and funding).Manages and delivers support contract deliverables (CDRLs).Conduct CRL Employee Performance Evaluations in accordance with CRL performance review policies.Support CRL personnel management and training in accordance with CRL policies to include employee time management (timecard review and approval, LWOP/vacation/comp time approval); employee consultation; employee discipline, hiring and removal; and employee training.Ensures the support contract employee’s performance is in compliance with all applicable security policies and requirements.Provides support contract status and recommendations to the CRL Vice President of Special Programs.Required Education: Bachelor's degree in technical, business, or management field or equivalent experience.Required Experience: Candidate must have at least five (5) years of program management support with aircraft, weapons, and/or Navy/Marine program office operations.Allowable Experience/Education Substitutions: Experience can be substituted for education.Security Clearance Required: A Final Top Secret ClearanceEstimated Travel: 5%Location: On-site Patuxent River, MD.
