Job DescriptionThe Vice President, Medicaid Chief Operating Officer will serve as a key leader in the Medicaid business, which operates across 16 states and includes 38 contracts, generating $15 billion in annual revenue. This executive will be responsible for integrating the Aetna Medicaid strategic and operating plans and will be accountable for operating performance across the Medicaid enterprise in service to 2.8 million members in ACS and risk agreements across all footprint states and programs. The VP, COO will be a dynamic leader and thought partner to the SVP in developing and executing the Medicaid business strategy that is aligned with the companies' organizational goals and enables the business to succeed in a dynamic marketplace serving medically complex beneficiaries. The successful candidate will manage key functions vital to growth and innovation, while ensuring the business performs and meets its financial and operational goals. Areas of oversight will include market and segment operations, strategic operations, product and proposal development, and implementations & systems. This executive will interface with key leaders across the business to drive market performance from an enterprise perspective related to membership and revenue growth in existing markets, medical cost management, clinical quality performance, and compliance adherence. The enterprise performance responsibility will extend to working with division presidents, shared services, and growth partner leads on overall margin enhancement and improved programs to drive quality and health outcomes across the markets. This is a highly visible role across the Medicaid segment and requires a leader with the highest degree of integrity. The successful candidate will demonstrate excellent interpersonal skills with the ability to communicate clearly and persuasively while breaking down silos to promote collaboration. Key Responsibilities: Partner with senior leadership to develop operational vision, objectives, and policies and procedures to support the overall strategic plan for the Aetna Medicaid business. Foster a common vision and articulate a clear plan for revenue and membership growth, leveraging the strengths and the differentiated assets of the enterprise. Demonstrate a strong grasp of national and state Medicaid landscapes and priorities. Identify operational efficiencies, meet regulatory and client expectations, and develops a "best practice" approach for all operations. Represent Medicaid with external constituents, communities, industries, and stakeholder affairs. Cultivate strong internal relationships and connects with cross-functional leaders to ensure alignment. Challenge the status quo to lead CVS Health/Aetna transformation agenda. Build strong cohesive leadership teams and develops initiatives to assure retention of highly competent and motivated workforce; develops talent at all levels to ensure succession, breath, depth, and diversity.Required Qualifications 15+ years of experience in managed care and/or government programs 10+ years of leadership or management experience within a large-scale, highly regulated industry Depth of knowledge within government programs, specifically federal Medicaid law and state programs Well versed in all aspects of managed care, including medical management, network, value based contracting, operations, compliance, business development, talent acquisition and talent development Demonstrated general management acumen required to drive membership and revenue growth Experienced in driving innovation and new solutions to bolster market differentiation Strategic thinker, who is growth-oriented and can quickly understand the economics of the segment and the Company as well as the shifting needs of the states and the competitive landscape Ability to partner effectively within a matrix environment, excelling at cross-functional collaboration Strong interpersonal, relationship management, and influencing skillsCOVID RequirementsCOVID-19 Vaccination RequirementCVS Health requires certain colleagues to be fully vaccinated against COVID-19 (including any booster shots if required), where allowable under the law, unless they are approved for a reasonable accommodation based on disability, medical condition, religious belief, or other legally recognized reasons that prevents them from being vaccinated.
