Overview Reporting directly to the Chief Executive Officer, with matrix reporting responsibilities to the Vice President/Chief Operating Officer, the Network Chief Financial Officer (CFO) is a key architect of the organization’s financial future. The CFO provides vision, leadership, and strategic oversight for all financial operations across Citizen Advocates and its affiliates and subsidiaries. The Network CFO oversees all aspects of financial health for the Network, ensuring sustainability, transparency, and mission alignment in an increasingly complex behavioral healthcare environment. This includes responsibility for Finance, Revenue Cycle, Electronic Health Record (EHR), Data Analytics, and related functions. The CFO leads financial strategy, planning, audits, investment management, revenue cycle modernization, regulatory compliance, and enterprise data integration. As a trusted advisor to the CEO, the Board of Directors, affiliate boards, and the Executive Leadership Team (ELT), the Network CFO drives fiscal performance, operational efficiency, and strategic growth—ensuring that resources maximize impact while upholding regulatory and ethical standards. The Network CFO is not only a steward of financial operations but a forward-looking strategist and innovator. They anticipate market shifts, regulatory changes, and funding volatility, positioning the Network for long-term sustainability. The CFO must balance technical expertise with credible leadership, using financial, clinical, and operational data to guide decision-making. The CFO is expected to demonstrate poise, positivity, and cultural alignment in all interactions, fostering trust and accountability across the organization. As a member of the executive team, the CFO influences profitability, staffing, strategic initiatives, morale, and special projects tied to financial performance. The CFO has oversight of a Network exceeding $100M in annual revenues, managing a vast and growing structure of six separate entities that include clinical providers, housing corporations, foundations, holding companies, and related organizations. Essential Functions (Job Duties) Strategic Leadership & Governance Serve as the primary financial advisor to the CEO, Board of Directors, and affiliate boards. Lead the development of multi-year financial strategies aligned with the Network’s mission, vision, and strategic plan. Present clear, data-driven insights, dashboards, and financial models to inform executive and board-level decision-making. Partner with the Executive Leadership Team to align operational priorities with financial capacity and sustainability. Provide financial due diligence and integration support for mergers, affiliations, and partnerships. Financial Management & Compliance Oversee all finance and revenue cycle operations across the Network, including accounting, budgeting, treasury, and investment management. Ensure timely and accurate preparation of consolidated financial statements, audits, CFRs, 990s, CHAR500 filings, and other regulatory reporting. Safeguard assets through effective internal controls, risk management, and compliance with GAAP, IRS, and state/federal agency requirements (e.g., OMH, OASAS, OPWDD, DOH, CMS). Manage banking relationships, debt portfolios, and liquidity strategies to optimize sustainability. Oversee procurement of insurance coverage to mitigate financial and operational risks. Revenue Cycle & Operations Provide leadership for billing, coding, collections, payer negotiations, and revenue integrity across affiliates. Partner with Operations leadership to align budgets, forecasts, and actual performance. Drive modernization of finance and revenue cycle systems, leveraging technology to improve accuracy and efficiency. Implement payer strategies to secure advantageous reimbursement arrangements and ensure timely collections. Capital, Data & Resource Stewardship Oversee acquisition, management, and disposition of capital assets. Lead financial planning for capital projects, ensuring adequate funding and risk evaluation. Manage intercompany transfers, management services invoicing, and investment portfolios. Conduct cost-benefit analyses for major systems, technology, and infrastructure investments. Provide executive leadership for data analytics, including the development and oversight of a data lake environment, enterprise reporting, and automated dashboards (e.g., Power BI) to improve visibility into financial and operational performance. Ensure analytic insights are accessible, accurate, and actionable for decision-making across leadership levels. Leadership & Culture Lead, mentor, and develop the AVP of Finance, Senior Directors, and Director-level leaders within Finance, Revenue Cycle, EHR, Data Analytics, and related teams. Foster a culture of accountability, innovation, and collaboration across finance and analytics functions. Build strong succession planning and professional development pipelines. Champion the Network’s cultural beliefs of performance, growth, customer focus, and meaningful work.
