Definition Under the general direction and supervision of the - Purchasing and Contracting Director, the Capital Projects Administrator performs project management and administration functions for capital projects involving selecting and applying accepted and standard project management, architectural, and engineering practices associated with the location, planning, design, materials, and construction of buildings, site improvements, utilities or other capital projects. Minimum Qualifications A bachelor's degree in project or construction management, architecture, civil engineering or related field and five years' experience in construction project management, architecture, engineering, or Facilities Management. The degree requirement may be satisfied with professional education and training in project or construction management, architecture, engineering, or facilities management substantially equivalent to the above (year for year) with a thorough understanding of end-to-end project management and related concepts. Experience with construction management software, computer aided plans review software, or computer aided design software is highly desirable A PMP or equivalent project management certification is highly desirable. Essential FunctionsApplies Project Management principles and practices to any or all phases of the planning, programing, design and construction of a wide variety of types of major and minor capital improvement projects. Serves as project manager (contract administrator and/or construction coordinator) on both minor and major capital projects; Establishes and manages project scopes, schedules and budgets from project conception through turn over. Develops project scoping documents, schedules, and cost estimates, Evaluates cost, calculates material quantities, tracks labor and equipment market rates through the life of the project. Assists the Department Head in establishing and maintaining the project budgets and schedules. For smaller capital projects, performs field investigations, develops performance specification, specifies materials and equipment, necessary for the development of project scoping and contract documents. Directly responsible for the development and release of Requests for Proposals, Invitations to Bid, and Requests for Quotes. Negotiates contracts for professional and construction services; purchases and expedites materials and equipment; coordinates with a variety of other government and/or private agencies. Directly assists client agencies in the program development and facility procurement process, including development of project scope, schedule and budgeting. Provides Construction Administration services. Maintains information handling and issue tracking processes for varying projects. Assist the department head in the evaluation and negotiation of proposed contract modifications. Performs construction inspection and reviews the quality and quantity of materials and the methods of placement and removal of materials with plans and specifications. Reports to the department head on project status and recommendations for issue resolution. Supervises assigned support staff, if any. Other Functions:Other related duties as assigned.
