Job DescriptionSummary: The HCV Housing Specialist serves as a link between individuals and families applying for services and programs in the Greater Opportunities Housing Department. The HCV Housing Specialist would assist the HCV Coordinator with the following responsibilities; Maintaining all aspects of the waiting list for HCV Tenant-Based and Project Based Vouchers; Providing case management for clients and conducting family briefings as required; Maintaining case files for each family with a voucher and entering all information into the designated HTFC HCV software program; and any other standards approved by HUD or HTFC. The HCV Housing Specialist follows the policies and regulations prescribed by local, state, and federal funding agencies as to program eligibility requirements. The HCV Housing Specialist must have the ability to work with clientele of varying ethnic, social, and economic backgrounds and demonstrate excellent organizational skills and have the ability to communicate effectively, both orally and in writing.Essential Duties and Responsibilities include the following. Other duties may be assigned.Maintaining all aspects of the waiting list for HCV Tenant-Based Vouchers and Project Based Vouchers, including opening, closing, purging, denial and acceptance;Providing outreach and education to landlords and tenants regarding the benefits of the HCV Program;Providing all necessary case management for each client, which includes collecting, reviewing, and determining all eligibility information for each family selected, issuing denial notices for those applicants determined to be ineligible, conducting all family briefings as required;Issuing vouchers in accordance with the HTFC HCV regulations;Maintaining case files for each family with a voucher and entering all information into the designated HTFC HCV software program;Maintain a wait list in accordance with agency and funder regulations (i.e. HUD, NYS HCR, AHC, HOME, CSBG)Screen applicants based on funding guidelines and in accordance with our contractsProvide documentation of acceptance or denial to the specific programMaintain confidential filesProvide file management on all Greater Opportunities housing programs to ensure compliance with funder guidelines and in accordance with our contractProvide case management to clients on an as needed basis in order to process applications and obtain needed documentation, including but not limited to, referrals, skill training, and supportive services as deemed necessary and appropriateProvide consistent and timely documentation in case record, including computerized data bases as requiredCommunicate and coordinate with Greater Opportunities Housing personnel on all program related informationEffectively communicate with clients on a consistent basis including, oral, written, and verbal communication in regards to program eligibilityCollect data and other pertinent information for development and maintenance of grant fundingPrepare a variety of reports for internal and external purposesAbility to use web-based software programs and computer software programsAbility to handle multiple tasks under pressure and respond appropriately in a crisis situationSupervisory ResponsibilitiesThis job has no supervisory responsibilities.Education and/or ExperienceAssociates or Bachelor’s Degree in a social service, business, or liberal arts degree, or a combination of education and experience acceptable to Greater Opportunities; a Valid New York State driver’s license; Proficient in the use of computers; Certification as HCV Specialist (can be obtained after hire); and prior experience in rental assistance program administration preferred.Supplementary InformationThis job description in no way states or implies that these are the only duties to be performed by the employee(s) incumbent in this position.
