Job SummaryJOB TITLE: Chief Technology Officer (12 month - 240)RESPONSIBLE TO: Superintendent and Assistant Superintendent JOB GOAL: To provide visionary leadership for the planning, implementation, and support of educational technology across Gulf Shores City Schools to enhance teaching, learning, communication, and operational efficiency. To provide leadership in coordinating, developing, and improving the district's technology programs to support both instruction and administrative operations. MINIMUM QUALIFICATIONS: Bachelor's Degree in Educational Technology, Information Technology, Computer Science, Instructional Technology, Instructional Leadership, or related field. Master's Degree preferred in Educational Leadership, Educational Technology, or related field. Valid Alabama certification in administration/supervision preferred. Experience in educational technology leadership, technology infrastructure management, or instructional technology integration in a school system. Strong knowledge of network infrastructure, cloud-based systems, cybersecurity, student information systems, and device management in a 1:1 student learning environment. Experience supporting learning management systems (LMS), digital curriculum platforms, and instructional software used to support classroom instruction. Knowledge of technology budgeting, procurement, and lifecycle management of student and staff devices. Ability to work collaboratively with district leaders, school administrators, teachers, and technology staff. Demonstrated proficiency in oral and written communication. Ability to meet suitability criteria for employment and/or certification under the Alabama Child Protection Act of 1999 and Act No. 2002457. Possess and maintain a valid driver's license. Must complete the Alabama Leaders in Educational Technology (ALET) Chief Technology Officer (CTO) Academy within 24 months of employment and complete required annual continuing education as required by the Alabama State Department of Education. Such alternatives to the above qualifications as the Board may require. DUTIES AND RESPONSIBILITIES: Leadership and Strategic Planning Provides leadership in developing and promoting the mission and vision of the district's educational technology program. Develops and maintains the district's longrange technology plan including instructional technology integration, infrastructure sustainability, cybersecurity, and device lifecycle planning. Advises the Superintendent and district leadership on emerging technologies and best practices in digital learning. Develops and implements a continuous information technology planning process that supports students, staff, and the community. Uses data-informed decision-making to guide student-centered actions and improve outcomes. Serves as a liaison among the school system, board, community, and parent groups to foster communication and partnership. Instructional Technology Leadership Works collaboratively with curriculum and instructional leaders to ensure technology supports effective teaching and learning. Leads district initiatives that support digital learning, blended learning environments, and innovative instructional practices. Provides leadership and support for instructional technology integration that promotes student engagement and development of 21stcentury learning skills. Plans and coordinates professional learning opportunities for teachers and staff focused on effective use of digital tools and instructional technology. Ensures the learning management system and other software platforms are optimized, supported, and actively promoted to maximize effective use across the district 1:1 Device Environment Management Oversees the implementation and management of the district's 1:1 student device program. Develops and manages device lifecycle plans including procurement, deployment, inventory management, repair processes, and replacement cycles. Ensures effective use of mobile device management (MDM) systems to manage student and staff devices, maintain security, and deploy instructional software. Establishes procedures for device distribution, collection, maintenance, and replacement in collaboration with school administrators. Infrastructure Reliability Ensures district network infrastructure is reliable, secure, and capable of supporting continuous instructional use of technology in all schools. Coordinates and supervises network design, system monitoring, cybersecurity protections, and helpdesk services. Oversees installation, replacement, and upgrades of hardware, software, and network systems. Reviews, updates, and maintains system recovery plans to ensure rapid restoration of IT services in the event of a disaster. Compliance and Administration: Prepares and submits quarterly and annual ERate applications while maintaining thorough documentation for audit compliance. Maintains accurate documentation for technology grant expenditures, including purchase orders and equipment inventories. Prepares state and local technology reports and develops comprehensive district technology plans. Data Governance and Cybersecurity Develops and supervises systemwide data governance, cybersecurity, and privacy protocols. Ensures compliance with federal, state, and local regulations regarding student data privacy and information security. Supervises collection, validation, reporting, and protection of district data systems. Digital Platforms and Systems Oversees implementation and support of district technology platforms including learning management systems, instructional software, and communication tools. Ensures all platforms meet cybersecurity, interoperability, and accessibility standards. Ensures all professional licenses are consistently renewed and kept current. Website and Digital Communication Maintains and oversees the district website to ensure accuracy, accessibility, and ADA compliance. Provides guidance and technical support for schoollevel websites. Coordinates the required public notices and district communications. Budget and Resource Management Coordinates preparation of the annual technology budget. Monitors expenditures related to technology initiatives and ensures responsible management of technology resources and inventory. Professional Leadership Successfully complete and maintain certification through the Alabama Leaders in Educational Technology (ALET) Chief Technology Officer Academy. Represents the district at conferences, professional organizations, and technology leadership initiatives. Promotes a culture of continuous improvement, responsible technology use, and innovation. General Responsibilities Maintains confidentiality in accordance with state and federal law. Demonstrates high ethical standards and professional conduct. Serves on district committees and collaborative leadership teams as assigned. Performs other duties as assigned by the Superintendent.
