General Description Under the supervision of the Operations Director, the Line Superintendent supervises overhead and underground line operation, construction, and maintenance ensuring efficient and safe use of resources in the most cost-effective manner. This position requires ten (10) years of directly related electric utility experience and a valid Washington State Class A Commercial Driver's License. Preferred qualifications include Journey-level certification; three (3) years of experience in a lead, foreman, or supervisory capacity; valid Washington State traffic control card; and valid First Aid/CPR card. Remote work is not available for this position. Reports to: Operations Director Monthly Salary Range: minimum $12,108, market target midpoint $15,742, maximum $19,675 New hires typically receive between minimum and market midpoint, however, we may go slightly higher based on experience, internal equity, and market. First Review Date: Thursday, February 26, 2026 at 5:00 pm Duties and ResponsibilitiesLine Department Management and Supervision Plans, organizes, communicates, coordinates, coaches, and supervises line crews in operation, construction, and/or maintenance work for safe, effective and efficient performance. Assures efficient scheduling and assignment of work, evaluates personnel, and makes recommendations regarding the need for contractual assistance. Visits job sites to: pre-field work sketches; evaluate work in progress; advise, counsel, and/or consult with Crew Coordinator and Crew Foreman on more complex projects and emergency repair situations; inspect completed work for compliance with District Construction Standards. Works with engineering on accuracy and completeness of work sketches adhering to District Construction Standards. Participates in pre-construction meetings and coordinates with Crew Coordinator, engineering, local, state, and city agencies, and other areas as necessary. Coordinates activities with Fleet Maintenance, Meter, Substation, System Dispatch, Stores, and other areas as required. This includes scheduling equipment and vehicle maintenance, meter problems and supply, tree trimming, field switching problems, etc. Monitors current line construction practices, standards, tools, and equipment; and makes recommendations for change/modification as appropriate. Responds in a professional manner to questions, comments or concerns from employees and the public regarding District and line department responsibilities, activities, and work issues. Enforces safe work practices in cooperation with the Safety Department; participates in regular safety meetings; assists in resolving safety problems; participates in safety or accident investigations; works with the Safety and Environmental Director to maintain all required records and documentation; and conduct safety audits as required for compliance with the District's safety program and state and federal laws. Participates in call duty for coordinating work during other than regular work hours. Assists in supervision and staffing during major outages to coordinate the District's restoration activities. Line Department Administrative Activities Monitors industrial injuries, property damage claims, and accidents in an effort to reduce their occurrence. Checks, approves, and routes purchase invoices and time sheets noting proper budgetary codes and accountability. Recommends, coordinates, and approves the purchase of authorized tools, materials, and supplies as needed, maintaining high standard equipment within the budgetary allowance. Participates in the update and development of departmental protocols and practices. Identifies and assures proper training for all employees and maintain employee performance records as required. Assists in the development of departmental goals and objectives and the departmental budget. Review and approve payroll documentation and maintain accurate time and material records. Maintains and submits pertinent records as required. Assists Engineering in developing, documenting, and tracking line maintenance programs. Serves on assigned committees and projects. Performs other duties, and the roles of other management employees, as assigned. Qualifications and Working ConditionsQUALIFICATIONS Knowledge, Skills, and Abilities (KSAs) Knowledge of all aspects of underground and overhead transmission, transformation, and distribution systems. Knowledge of accepted utility construction standards, practices, procedures, techniques, and materials and equipment; and engineering principles as they apply to line construction and maintenance. Thorough knowledge of applicable laws, codes, and accepted safety practices relating to electrical utility work. Must have the ability to observe all health and safety regulations and use safety equipment when necessary. Knowledge of utility operations, flagging and traffic control plans, and small works rosters and contract services. Demonstrated ability to provide effective leadership; and manage and coordinate complex functional areas, personnel, projects, facilities, equipment, and supplies. Ability to learn and ensure compliance with District programs, policies, and procedures. Demonstrated ability to analyze and solve problems using independent and discretionary judgment. Ability to communicate effectively with all levels in the organization, contractors, and District customers, and appropriately handle confidential information. Education and Experience Ten (10) years of directly related electric utility experience. Preferred Qualifications Journeyman certification. Three (3) years of experience in a lead, foreman, or supervisory capacity. Valid Washington State Traffic Control Card. Other Requirements Valid Washington State Driver's License and a Commercial Driver's License, Class A, and must qualify for the District's auto liability insurance. Valid First Aid/CPR Card. WORKING CONDITIONS Duties are performed in an office environment and field locations, during daylight hours and at night. Field locations expose the incumbent to varying weather conditions, including temperature extremes, various types of terrain, and energized equipment. Must be on call and serve as Duty Supervisor on a regular basis. This position generally involves District contact at hours other than normal business hours. Individual may be exposed to conditions and hazards from obstacles, heights, and open trenches associated with construction sites. Work may be performed in proximity to electrical high voltage lines and equipment. PHYSICAL ACTIVITIES Hand-eye coordination is necessary to operate personal computers, various office equipment, machinery and equipment associated with fieldwork and motor vehicles. Operation of a motor vehicle occurs on various road conditions, including hazardous situations due to weather conditions. Individual must be able to traverse all types of terrain, climbing over limbs and debris. Individual may lift boxes and other materials associated with office work, not to exceed fifteen (15) pounds (non-essential). The incumbent frequently uses a cellular phone and two-way radio. PAID TIME OFF (PTO) PLAN The Personal Leave bank is a combined leave bank. It can be used for sickness and vacation and other absences as requested. PTO is accrued each pay-period. Regular, full-time employees earn Personal Leave as indicated below. Personal Leave for part-time employees will be prorated based on hours worked. Additional PTO Program Employees who hold the positions of Department Head, Manager or Supervisor will accrue PTO at the rate equal to their years of regular full-time service with the District since their most recent date of hire plus ten (10) years and will continue to advance through the PTO accrual schedule annually, not to exceed the maximum of 38 days per year. Employees in all other regular full-time administrative positions will accrue PTO at the rate equal to their years of regular full-time service with the District since their most recent date of hire plus five (5) years and will continue to advance through the PTO accrual schedule annually, not to exceed the maximum of 38 days per year. The accrual rate will become effective on the date the employee assumes the responsibilities of the new position. HOLIDAYS The following holidays are observed: New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Fourth of July, Labor Day, Veterans' Day, Thanksgiving Day, Friday after Thanksgiving, Christmas Day, Christmas Eve (when falls on Monday-Thursday). Each August 1st, regular administrative employees will receive four additional holidays, designated as "Floating Holidays". The Floating Holidays are available on August 1 of each year and must be used within the next 12 months. RETIREMENT PLAN The District is a member of the Washington State Public Employee's Retirement System (PERS). Participation is mandatory for all employees in eligible positions. Both the employee and the employer make contributions to the PERS system. PERS determines the percentage of Employee and Employer contributions. Employee contributions are made on a tax-deferred basis. MEDICAL INSURANCE Regular employees receive Medical/Vision Insurance. Coverage begins on the first day of the month following employment. The District will pay ninety percent (90%) and the employee will pay ten percent (10%) of such total Medical premium, whether for employee-only or employee-dependent coverage. Employees who retire under PERS or Social Security are provided with the same Medical and Dental coverage as active employees for a period of time equivalent to 1 month of coverage for each month of service, or, until age 65, whichever is sooner. Division of premium is the same as for active employees. Those retirees whose medical coverage extends up to age 65 are eligible for Supplemental Medicare coverage, based on a fixed District premium. Dental coverage ends at age 65. DENTAL INSURANCE Dental Insurance is also provided for regular employees. The District will pay ninety percent (90%) and the employee will pay ten percent (10%) of such total Dental premium, whether for employee-only or employee-dependent coverage. Coverage begins on the first day of the month following employment. LIFE INSURANCE All exempt and non-exempt regular administrative employees will be provided $50,000 coverage from the District. Exempt administrative employees will also be provided the option to receive additional coverage from the District in the amounts of $25,000, $50,000 or $100,000, depending on position. If an employee elects to receive this additional coverage, the benefit will be taxable to the employee in accordance with IRS regulations. Accidental Death and Dismemberment coverage in an amount equal to $200,000 is also provided by the District. Additional Life and/or AD&D Insurance is available for individual purchase. LONG TERM DISABILITY (LTD) INSURANCE Following the six-month eligibility requirement, regular employees are provided with LTD Insurance that provides a benefit of 40% of regular earnings. The employee has the option of purchasing an additional 20% of coverage. Benefits are available after the ninetieth day of disability. DEFERRED COMPENSATION IRS sponsored plans 401(k) and 457 are available to regular employees. Contributions to such plans are made on a tax-deferred basis. For regular non-bargaining employees, the District will match fifty percent (50%) of the Participant's Voluntary 401(k) deferrals up to the first ten percent (10%) of the Participant's effective compensation (maximum of five percent 5%). CREDIT UNION Membership in the Utility Employees Federal Credit Union is offered to the District employees and their families. Payroll deduction is available for deposits and loan payments. VEBA Salaried employees in participating groups are enrolled in a Health Reimbursement Arrangement (HRA) - Voluntary Employees' Beneficiary Association (HRA VEBA) program after six months of employment. A VEBA is a tax-exempt trust authorized by Internal Revenue Code Section 501(c)(9). The tax objectives of this type of plan are to enable you to make tax-free deposits to the Plan, for your account to be credited with tax-free investment earnings, and to enable you to obtain tax-free reimbursements for your medical expenses and insurance premium payments.
