Applicants eligible for years-of-service adjustments or shift differentials may exceed salary range listed above. This position will be located at the Missouri Department of Natural Resources, Division of Environmental Quality (DEQ), Environmental Services Program (ESP) at 2710 W Main St, Jefferson City, MO. Typical hours are Monday to Friday, 8 a.m. to 5 p.m. This position requires intermittent overnight stays and/or extended workdays. Responsibilities - What you'll do Lead a five-person administrative team. Prepare program's annual budget request. Monitor expenditures, appropriations and allocations and adjust as needed. Manage program's allocation of multiple federal grants. Oversee financial document processing related to procurement, accounts payable, accounts receivable and fixed assets. Review and approve all program procurement contracts. Prepare monthly invoicing and cost recovery. Review and approve all program hiring recommendations and personnel transactions. Understand and interpret program, department and statewide policies and procedures; assisting team members and managers, as needed, on policy-related issues. Qualifications - All you need for successTo be successful in this position, a candidate will need the following skills: Adaptability: adjusts planned work by gathering relevant information and applying critical thinking to address multiple demands and competing priorities in a changing environment. Attention to Detail: Is thorough when performing work and conscientious about attending to detail. Financial Management: Understands the organization's financial processes. Prepares, justifies, and administers the program budget. Oversees procurement and contracting to achieve desired results. Monitors expenditures and uses cost-benefit thinking to set priorities. Problem Solving: Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations. Self-Management: Sets well-defined and realistic personal goals; displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner; works with minimal supervision; is motivated to achieve; demonstrates responsible behavior. Equivalent to those typically gained by: Bachelor's degree from an accredited university in Accounting, Finance or closely related field. Five to seven years of relevant experience AND two to four years of supervisory experience. (Substitutions may be allowed.) Training, certification, and/or education in continuous process improvement programs such as Lean Six Sigma as well as completion of Missouri Way, Leadership Academy, and similar programs is preferred.
