Position Overview The Estimator supports the preparation of accurate, timely, and competitive cost estimates for federal, and public works construction projects, including Design-Build, Design-Bid-Build, civil, vertical, and renovation work. This role requires strong technical skills in quantity takeoff, cost analysis, and interpretation of project specifications. The Estimator works closely with the Lead Estimator, Pre-Construction team, and Project Management to support both small and large project pursuits. Key Responsibilities Estimating & Technical Support Perform detailed quantity takeoffs using Bluebeam Revue and/or plan review software. Assist in developing cost estimates, budgets, and pricing for construction projects. Review drawings, specifications, amendments, and RFP/RFQ documents to determine project scope and requirements. Help prepare conceptual and preliminary estimates based on limited design information. Compile and organize estimate components, including labor, materials, equipment, subcontractor quotes, and general conditions. Federal Contracting Requirements Understand federal wage determinations, Davis-Bacon requirements, and certified payroll considerations. Assist in preparing estimates compliant with FAR, DFARS, USACE, NAVFAC, VA, or other federal agency standards. Support pricing strategies for federal procurement types such as Best Value, LPTA, MATOC/IDIQ task orders, and SATOCs. Subcontractor & Vendor Coordination Distribute bid packages, solicit subcontractor pricing, and follow up to ensure robust coverage across all trades. Review subcontractor and supplier quotes for completeness and compare competing quotes for consistency. Help maintain a qualified subcontractor and supplier list with an emphasis on firms experienced in federal work. Proposal & Pre-Construction Support Assist in assembling cost narratives, clarifications, and assumptions for proposal submissions. Support the Proposal Manager and Lead Estimator with pricing sheets, breakout structures, and backup documentation. Participate in internal estimate review meetings and incorporate feedback into final pricing. Collaboration & Communication Work closely with estimators, project managers, engineers, and executives to ensure accuracy and alignment with project goals. Help prepare estimate handoff materials for operations teams following award. Tools & Systems Use estimating software such as RSMeans, Bluebeam, National Estimator, Sage, or other digital platforms. Maintain organized estimate files and contribute data to the company's historical cost database. Qualifications Required 2-5+ years of experience in estimating or construction-related roles. Working knowledge of reading plans, specifications, and technical requirements. Familiarity with federal construction processes or willingness to learn federal standards. Proficiency with digital takeoff/estimating tools. Strong Microsoft 365 skills, including Excel, Teams, SharePoint, and Outlook. Strong math, organization, and analytical skills. Preferred Prior experience with federal projects (USACE, NAVFAC, VA, GSA, DHS, etc.). Experience working under a Lead Estimator or Pre-Construction Manager.
