Salary : $15,000.00 - $20,000.00 Annually Location : Reidsville City Hall, NC Job Type: Part-Time Job Number: 00072 Department: Planning Opening Date: 03/11/2026 Closing Date: 3/25/2026 11:59 PM Eastern Work involves providing administrative, clerical, and customer service support to the Planning and Community Development Department, with primary responsibilities dedicated to the Code Enforcement Division. The position performs office-based support work related to nuisance abatement and code compliance, including preparation of legally required correspondence, maintenance of enforcement records, and coordination of code enforcement related customer service activities while serving as the primary point of contact for incoming citizen complaints regarding code compliance and nuisance conditions. This position serves in a limited, secondary capacity to the Code Enforcement Officer during periods of absence and peak nuisance seasons. Enforcement authority is exercised only when assigned and under the supervision of the Code Enforcement Officer or at the direction of the Department Director. Enforcement activities shall be consistent with training, certification, local ordinances, and established municipal policies and procedures. Additionally, this position serves as the primary backup for the department's Customer Service Representative during periods of absence, ensuring continuity of service to the public. Work is performed under regular supervision and requires the exercise of judgment, attention to detail, and tact when interacting with the public and other departments. Administrative Duties (Primary Capacity) ? Serves as the primary point of contact for citizen complaints related to code compliance and nuisance conditions; receives, logs, tracks, and routes complaints in accordance with departmental procedures. ? Performs administrative and clerical work in support of code enforcement operations, including data entry, filing, document preparation, and records maintenance. ? Maintains detailed and accurate enforcement case files, inspection records, databases, and documentation in accordance with departmental procedures and state record retention laws. ? Prepares notices of violation, courtesy letters, compliance orders, reports, and other enforcement-related correspondence. ? Prepares, tracks, and mails all certified mail associated with code enforcement cases, maintaining mailing logs, receipts, and proof of service documentation. ? Occasionally assists with the preparation of materials for and attends department meetings, public hearings, and events outside of regular business hours, including evenings and weekends. Code Enforcement Duties (Secondary Capacity) ? Identify violations related to zoning, housing codes, property maintenance, signage, and environmental regulations. ? May conduct field inspections related to nuisance abatement and code compliance under established policies and procedures. ? Documents observed conditions through written reports, photographs, videos, and inspection records. ? Communicates compliance requirements to property owners in a professional and courteous manner, emphasizing education and corrective action. ? Assists the Code Enforcement Officer with enforcement actions in accordance with North Carolina General Statutes, local ordinances, and municipal policy. ? Does not independently initiate enforcement actions unless specifically authorized. Knowledge, Skills, and Abilities ? Knowledge of office administration practices, recordkeeping systems, case management systems, and customer service principles. ? Working knowledge of North Carolina General Statutes, local ordinances, and legal procedures related to code compliance and nuisance abatement (or ability to learn). ? Ability to prepare accurate, timely, and defensible enforcement correspondence. ? Strong organizational skills and attention to detail, particularly with legally required notices and deadlines. ? Ability to communicate tactfully and effectively with the public and other staff. ? Ability to follow established procedures, exercise sound judgment, and work independently, with limited supervision in the office. Minimum Education, Experience, and Required Training ? Equivalent of High School Diploma or GED. ? One year experience working in an administrative, customer service, or municipal government role is preferred. ? Valid NC Drivers License required. ? Required Training & Certifications: Complete North Carolina Law & Administration training course within six (6) months of hiring. Complete UNC School of Government Zoning 101 training course within one (1) year of hiring. Obtain North Carolina Code Enforcement Technician Certification & Training within eighteen (18) months of hiring. ? Supplemental Training & Certifications (Optional / As Required): Zoning Inspector Certification & Training within eighteen. Housing Enforcement Inspector Certification & Training. NCAZO Certified Zoning Official (CZO) Certification & Training. ? Ability to obtain and maintain any additional training or certifications required to perform backup code enforcement duties. Working Conditions and Physical Requirements Administrative / Office-Based Work (Primary Capacity): ? Work is primarily performed in an office environment. ? Duties require sitting, standing, and typing for extended periods. ? Employee may be required to lift and carry materials weighing up to 10 pounds. ? Work involves frequent use of computers, telephones, and standard office equipment. In-the-Field Code Enforcement Work (Secondary Capacity): ? Field work is performed outdoors in all weather conditions. ? Duties require standing and walking for extended periods and may involve traversing uneven terrain. ? Employee may be required to lift, carry, or move materials weighing in excess of 25 pounds. ? While performing field duties, the employee will operate a City-owned vehicle in accordance with municipal policies. ?
