Human Resources Benefits Team Member Exempt; full-time; 40 hours per week; Monday - Friday; 8:00 a.m. 5:00 p.m.; full-benefits; partial teleworking schedule may be available in accordance with Division policies As a member of our HR Benefits team, this professional position will be responsible for helping to manage the day-to-day administration of the County's various employee leave programs, including compliance with the upcoming Family and Medical Leave Insurance (FAMLI) program. This individual will serve as a primary contact for employees and managers, providing guidance on leave eligibility, compliance, and return-to-work requirements. This position requires strong analytical skills, strong communication skills, compassion, collaboration across departments, and the ability to recommend process improvements while ensuring accurate tracking and reporting of leave cases. Supervision is received from the HR Supervisor Benefits and Wellness. The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. For external hires, offers are made at the base wage rate, with limited exception. Associate's degree Minimum 3 years' work experience in an administrative position which includes duties in the areas of human resources or related field Intermediate skills in Microsoft 365 A combination of related education and/or work experience may be considered towards the overall requirement of this position At the discretion of Human Resources, this position may be filled at the HR Analyst II level ($67,634 - $114,978) based on the directly related work experience of the applicant. Employees in this classification are designated as Non-Essential. An Essential Employee means the employee is considered necessary for the operation of County services. Essential Employees are required to report to work in the event of a weather incident, general emergency, or disasters when County offices are closed. They may be required to work overtime with little or no advance notice and may be required to report to work in emergency situations and/or after hours. Working knowledge and experience regarding the principles, methods, and practices of employee leave administration, preferably in the public sector Knowledge of applicable federal and state employment laws and regulations, including those pertaining to FMLA, ADA, and other leave-related laws Knowledge of records practices involving leave Ability to address sensitive employee situations with compassion and professionalism Ability to use, at an intermediate level, word processing, spreadsheet, data management systems, and equipment Ability to work with automated survey/assessment tools to identify business needs and measure the effectiveness of solutions Ability to exercise sound judgment and objectivity in decisions affecting Human Resources Ability to work with sensitive information and maintain confidentiality Ability to organize work, establish priorities, and complete assigned duties with minimal supervision and instruction Ability to be highly attentive to detail to ensure the highest level of quality and accuracy in HR decisions, and in reports, and data analysis Ability to evaluate and adapt quickly to changing priorities, program needs, and available resources Strong analytical skills, including the ability to accurately compile and analyze program information and metrics Strong written and spoken (English) communications skills, including the ability to draft and review policies, prepare complex communications, and present clear, concise information to employee groups and diverse audiences Ability to establish and maintain effective working relationships with County employees, leadership, and other partners and stakeholders, including Executive leadership, County Council, and other County offices and departments Preference may be given for: Post Associate's degree training or certification, which may include a Bachelor's degree Possession of current HR certification or other related certification Experience working with FMLA Experience working with leave under the ADA Experience working with a State mandated paid family leave program, which may include preparations for FAMLI Experience administering benefit leave programs Experience using a HR Information System (HRIS) Experience working in local government While working in this position, the employee is required to constantly sit and perform repetitive motions; occasionally walk; and rarely stoop and reach While working in this position, the employee is required to constantly work indoors Flexibility in routine work schedule to accommodate meetings at various times, including nights and weekends Ability to provide own transportation to off-site meetings and professional development seminars/trainings, as needed An evaluation of training and experience One or more interviews A pre-employment background investigation through a public records search Frederick County Government is committed to providing an inclusive work environment and complies with all applicable laws and regulations regarding workplace accommodation, including for individuals with disabilities.
