The boundaries of District Five include the following counties: Torrance, Santa Fe, Los Alamos, Rio Arriba, Taos, and San Juan. Why does the job exist?This position serves to assist the Assistant District Engineer Construction in the management and oversight of multiple on-going construction projects in accordance with all contract documents, including plans and standard specifications and all applicable Federal and State laws and regulations. Position serves as a supervisor and support for Senior Manager, Engineering Technician Services (Project Managers or PMs). District 5 is responsible for more than 2,000 miles. How does it get done?Supervise Project Managers (PM's) by managing staff schedules; developing skills and abilities through Technician Training Certification Program (TTCP) and other classes; establishing performance management standards, expectations, and measurements with a process for follow-up throughout the year. Coaching and mentoring staff and holding them accountable to work standards, implementing staff development and training plans. Track training requirements of all employees in the Construction section to ensure that the Skill Development and Training guidelines are being met by each Project Manager. Provide training in-specification content, contract content, project administration, and construction inspections based on construction reviews and audit findings in order to increase knowledge of contract requirements. Devotes a substantial portion of time assigning and directly supervising work of at least two (2) permanent/full-time employees. Acts upon leave requests, conducts annual performance evaluations, and recommends disciplinary actions ensures that employees are appropriately recruited, selected, and appraised; addresses performance issues. Conducts reviews to monitor and track project execution to include active project performance and secondarily monitor and implement processes to ensure expedient project closure following substantial completion to include metrics to measure timely completion. Conducts training of personnel of NMDOT Project Managers including interview and recommend selection of applicants. Identifies and analyzes problems; weighs relevance and accuracy of information; generates and evaluates alternative solutions; makes recommendations. Develops networks and builds alliance; collaborates across boundaries to build strategic relationships and achieve common goals. Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Keeps up to date on occupationally specific technological developments such as standard specifications; makes effective use of technology to achieve results. Acts as a liaison between Project Offices and other FHWA and NMDOT team members regarding changes or problems. Ideal CandidateThe ideal candidate will have the following:- Construction experience.- Experience resolving disputes.- Familiarly with NMDOT Standard Specification for Highway and Bridge Construction.- Supervisory experience Minimum QualificationBachelor's Degree in a relevant field of study from an accredited college or university and eight (8) years of professional level experience with a light strategic impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling twelve (12) years may substitute for the required education and experience. A hiring agency will designate a portion of the required experience to include management, supervisory and/or specialized experience. Any required licensure, certification or registration shall be defined at the time of recruitment and will be in addition to the above requirements. Work is also performed primarily in the field in varying weather conditions - hot or cold, humidity, wind, rain and snow; exposure to sunlight, dust, pollen, chemicals, rough/rugged terrain, insects and reptiles, noxious plants and infected trash; exposure to moving mechanical parts, high precarious places, toxic fumes/chemicals and/or airborne particles, hazardous chemicals and/or asphalt and petroleum products; exposure to temperatures up to 150 degrees around oil distributor operations; high speed/high volume traffic and loud noises; subject to falls and bruises, considerable physical strain; standing for extended periods of time doing traffic control or walking long distances for litter control; hand dexterity required for some duties; numerous specific vision abilities to include: close, distance, color and peripheral vision, depth perception and ability to adjust focus; some climbing, reaching, kneeling and crawling to perform job duties; ability to lift up to 50 pounds.
