In a supportive, collaborative and strategic role, the HHS Deputy Director will perform difficult, complex administrative and managerial work for the consolidated department with the primary responsibility of planning, organizing, and directing internal operations to ensure the County's vision for human service delivery and a high performing workplace culture is materialized. Under the direction of and through delegation from the Assistant County Manager/Health and Human Services Director and in partnership with the Public Health, Social Services and the Integrated Services Directors, the HHS Deputy Director will be the steward of the department's workplan. Responsibilities will include oversight of fiscal, general operations/workflows, compliance, continuous quality assurance, strategic planning activities and project management of special initiatives. This position will oversee the department's administrative functions and may have direct administrative supervision of the department's fiscal and operational leadership and support staff. The Health & Human Services Business Manager and IT Business Manager will report to this position. This position is distinguished from other departmental leadership and managerial roles by its sustained involvement in assuming responsibilities typically assigned by and to the Assistant County Manager/Health and Human Services Director. Through delegation, the HHS Deputy Director will have expanded managerial and oversight responsibility at a senior or executive level compared to other leadership or managerial positions. DISTINGUISHING FEATURES OF THE CLASSThe HHS Deputy Director will work with the Assistant County Manager/Health & Human Services Director and leaders of the consolidated department to develop long- and short-term strategies, goals and objectives that support the County's mission, vision, and values. To promote a thriving departmental workplan, the HHS Deputy Director will operate under the guiding principles of sustainability, revenue and resource maximization and high-quality service delivery rooted in ethical decision making, best practices, user satisfaction, efficiency and cross-service line coordination. Key departmental collaborators to support this effort are directors of the consolidated department and support staff to include budget, operations, performance management and information technology. Based on the County's priorities and interests and the consolidated department's workplan, this position will foster supportive and collaborative workplace culture and relationships with leadership, staff and external stakeholders. The HHS Deputy Director must engage in a collaborative design framework to co-create strategies to support the various service lines led by the County's subject matter experts. A successful candidate will have sound understanding of State polices, rules, regulations, local practices related to health and human service delivery, funding maximization and a strong value base for ethics, whole person care and service integration. Success will be measured by the effectiveness in executing the consolidated department's workplan, while collaboratively engaging all levels of staff in the ongoing continuous quality improvement and strategic planning process. Typical QualificationsMINIMUM QUALIFICATIONS:Master's degree in Social Work and seven (7) years of experience in managing client service delivery in an administrative capacity in public health, social work, a related human services field, or local government;OR,Master's degree in Public Administration or closely related curriculum and, eight (8) years management experience as stated above; OR, Bachelor's degree in Public Health, Social Work, Public Administration or Business Management and,nine (9) years management experience in a health and human services agency as stated above; OR, Bachelor's degree and, ten (10) years management experience in a health and human services agency as stated above, four of which must have been in public health or social services.
