GENERAL STATEMENT OF DUTIES Under the supervision of the Director of the Department of Public Works the Deputy DPW Director is responsible for performing executive level administration, supervisory and technical work in directing the activities of a full-service public works department which includes transportation, sanitation, and utilities/water services. DUTIES AND RESPONSIBILITIES 1.Plans, organizes and directs all aspects of departmental operations ensuring safety, quality and efficiency. Develops, recommends and implements departmental policies and procedures, internal controls, and departmental goals and objectives in accordance with departmental needs, legal requirements and the city's overall strategic plan.2.Evaluate the need for and develop plans, schedules and cost estimates for long-range capital improvement programs and maintenance of public facilities.3.Assists the Public Works Department in meetings with public officials, other public agencies and civic groups to coordinate, develop and implement projects and programs.4.Assists with maintaining departmental awareness of state-of-the-art developments in management and fields of Public Works operations5.Assists with monitoring development related to designated services areas, evaluates their impact on City operations and implements policy and procedure improvements.6.Assists with monitoring existing methods and procedures, making recommendations for increased efficiencies and cost effectiveness.7.Assists with ensuring that utility systems and facilities meet State and EPA requirements.8.Resolves citizen complaints regarding delivery of departmental services.9.Supervises personnel and assists with performance and oversees training and professional development.10.Selects and procures equipment and materials as needed in accordance with capital improvement plans and approved budgets.11.Prepares and maintains appropriate records and reports as required.12.Demonstrates continuous effort to improve operations, streamline work processes and work cooperatively and jointly to provide quality customer service.13.Ability to establish and maintain effective working relationships with the public, subordinates, city officials, company representatives and regulatory agencies. 14.Performs other duties as determined by the City Administrator.MINIMUM ENTRANCE REQUIREMENTS Associates degree in STEM (Science, Technical, and Engineering or Math) or closely related field, and seven (7) to ten (10) years of progressively responsible experience in the area of public works, utilities engineering AND two (2) years in an administrative/supervisory capacity. At retirement, you'll receive a modest lifetime defined benefit (DB) and a separate defined contribution (DC) account you manage. The DC plan requires an employee pretax irrevocable contribution of 1%-5% (Exempts employees contribute 5%). The employer pays the DB portion and matches the employee's DC contribution. (Maximum employer match is capped at 10% for both the DB & DC. DB is always funded first). Employee contributions are 100% vested. Employer DC contributions vest at 20% per year and fully vest after 5 years. DB portion vests after 6 years and is payable at age 60. The City of Flint is a reciprocal employer under Act 88Insurance Benefits: The City of Flint offers medical insurance (HAP and BCBS of Michigan), dental and vision to eligible employees, their spouses, and qualified dependents. Life & AD&D and short-term disability are available for free to eligible employees after six months of employment. The City of Flint offers a $100 per month opt-out payment for any employee who has other insurance coverage through a spouse or former employer and chooses not to take the City's medical insurance.Eligible employees can also enroll in flexible spending accounts for both medical and dependents. They have immediate access to the full amount selected while paying back that amount with pre-tax payroll deductions over the following year.City of Flint eligible employees also participate in an HCSP plan for future retiree health care costs. Employees contribute $600 pre-tax yearly ($23.08 each pay they work and/are paid 40 hours regular wages) and the employer matches $1500 yearly ($57.70 each pay they work and/are paid 40 hours regular wages). This plan is available for use after termination of employment.
