In this role, the Director ensures that all school buildings and grounds are maintained to high standards of safety and cleanliness, providing a physical environment conducive to learning. The position provides strategic vision and operational management for facilities planning, maintenance, and improvements, aligning facility operations with the district's mission. Responsibilities: 1. Strategic Planning & Capital ProjectsPriority: Essential | Percent of Time: 20% Examples of this work include: * Leading the development and execution of the district's facilities. This includes identifying capital improvement projects and setting strategic goals to modernize and enhance school facilities over the long term. * Coordinating with architects, engineers, and construction managers on new construction and major renovation projects from conception through completion. * Ensuring that all legal requirements regarding the bidding and request for bids process are followed. * Presenting facility plans and project proposals to district leadership. 2. Facilities Operations & Maintenance ManagementPriority: Essential | Percent of Time: 20% Examples of this work include: * Overseeing the upkeep of all district facilities to ensure that critical building systems are functioning optimally and are maintained in working condition. Implements preventive maintenance programs and use data-driven methods to address maintenance issues proactively. * Directing custodial and grounds teams to keep schools clean and grounds well-maintained?. This includes setting standards for cleanliness, scheduling routine cleaning, lawn care and snow removal, and promptly addressing issues that affect building appearance or usability. * Monitoring the daily facility operations across all buildings and responding to work orders or emergencies in a timely manner to minimize disruption to school activities. Ensures that facility issues are prioritized and resolved effectively, and that schools always remain safe and functional. 3. Budgeting & Financial ManagementPriority: Essential | Percent of Time: 20% Examples of this work include: * Developing and managing the annual Facilities Department budget * Ensures all expenditures and purchasing activities comply with district procurement policies, internal controls, and applicable laws. * Ensuring all purchasing, bidding, and contracting activities comply with applicable North Dakota Century Code (NDCC), federal regulations, and District policies. * Leading and overseeing formal and informal bidding processes, including preparation of specifications, solicitation of bids, evaluation, and recommendation of awards in accordance with legal requirements. * Ensuring appropriate use of competitive procurement methods based on thresholds and funding sources. * Coordinating with the Business Office to ensure proper approvals, documentation, and timelines are established when the bidding process must be utilized. * Reviewing and managing contracts to ensure legal and fiscal review occurs including vendor terms and conditions, construction contracts, and service agreements. * Ensuring compliance with public works, prevailing wage, and construction-related statutory requirements, including bid advertising, bond requirements, and contractor compliance. * Monitoring vendor performance and ensuring payments are made only for work that meets contract specifications and district standards. * Maintaining procurement records and documentation sufficient to support audit, transparency, and public accountability requirements. 4. Staff Supervision & DevelopmentPriority: Essential | Percent of Time: 10% Examples of this work include: * Supervising and providing direction to all facilities personnel, including maintenance technicians, custodial supervisors, groundskeepers, and any project management staff. Sets clear performance expectations and work schedules to ensure the department operates efficiently and meets its goals. * In collaboration with building principals, supervises building custodial staff to ensure high standards of cleanliness, safety, and operational readiness. Coordinates daily expectations, monitors performance, and aligns custodial services with the needs of each school and its instructional program. * Conducting regular performance evaluations and coaching for facilities staff. Identifies training needs and opportunities to enhance the team's capabilities and performance. * Participating in the hiring process for facilities department positions and making staffing decisions to ensure qualified personnel are in place. Responsible for building a cohesive, high-performing team that is responsive to the needs of each school. * Fostering a positive and collaborative work environment. Encourages open communication within the team and across departments and recognizes staff contributions. Ensures that all facilities staff understand and commit to the district's standards for safety, cleanliness, and service to schools. 5. Safety & Regulatory CompliancePriority: Essential | Percent of Time: 10% Examples of this work include: * Ensuring all facilities comply with applicable federal, state, and local regulations, including building codes, fire codes, Americans with Disabilities Act (ADA) requirements, and Occupational Safety and Health Administration (OSHA) standards. Develops and updates safety policies and standard operating procedures to meet these regulatory standards. * Conducting facility condition audits. Identifies any hazards or areas of non-compliance (such as fire safety violations or accessibility barriers) and initiates corrective actions immediately. Coordinates required inspections by external agencies and address any findings. * Overseeing environmental safety programs and maintaining required management plans for hazardous materials (for example, up-to-date asbestos management plans for each school in accordance with AHERA regulations). Ensure proper handling and documentation of asbestos, lead, radon, or other environmental hazards to protect occupant health and meet legal requirements. 6. Stakeholder Engagement & CommunicationPriority: Essential | Percent of Time: 20% Examples of this work include: * Serving as the primary point of contact for school principals and administrators regarding facility matters. Prioritizes regular one-on-one meetings with each principal to proactively discuss building conditions, upcoming maintenance, planned improvements, and any concerns impacting school operations. Communicates consistently with each school to provide advance notice of work, minimize disruption, and ensure alignment with instructional priorities. Provides timely updates, responds to concerns, and collaborates with school leaders to coordinate schedules that support a safe, efficient, and uninterrupted learning environment. * Collaborating with district leadership on facilities strategy and keeping them informed of significant developments or needs. Prepares reports and presentations for the School Board on topics such as long-term facility plans, capital project progress, safety compliance, and major maintenance undertakings. Ensures that complex technical information is conveyed in a clear manner to support informed decision-making by leadership. * Engaging with external contractors and vendors, including architects, construction firms, maintenance service providers, and suppliers, necessitating strong negotiation skills and the ability to safeguard the district's interests?. Leads bid and procurement processes in compliance with NDCC, district policy, and established internal controls, including coordination with the Business Office and General Counsel legal review for facility projects, negotiates contracts, and oversees vendor performance to make sure work is completed to standards, on time, and within budget. * Interacting with regulatory bodies and community members, such as city inspectors, fire marshals, parents, and neighbors. Addresses inquiries or concerns from the public regarding school facilities in a professional and transparent manner. Represents the district in community meetings or on inter-agency committees related to facilities and safety, building trust and understanding of the district's facilities initiatives. Knowledge, Skills, and Abilities Minimum Qualifications * Minimum of five years of progressively responsible experience in facilities management, construction/project management, or a closely related area, including supervisory experience leading maintenance or operations staff. A proven track record of managing large-scale facility operations or capital projects is required. * Demonstrated ability to manage complex facilities projects and budgets effectively. In-depth knowledge of building systems (HVAC, electrical, plumbing, structural), preventative maintenance practices, and facility operations. Familiarity with environmental, health, and safety standards and compliance requirements in school or public facilities (e.g., OSHA regulations, ADA accessibility standards, fire/building codes). * Demonstrated knowledge of public sector procurement regulations including competitive bidding laws, contract administration, and compliance with applicable NDCC and federal regulations. * Excellent organizational, leadership, and decision-making skills. Strong communication and interpersonal skills with the ability to engage and work effectively with a diverse range of stakeholders, including school administrators, staff, contractors, and community members. The ability to negotiate and manage contracts, as well as to resolve problems under urgent conditions, is essential. Preferred Qualifications * Bachelor's degree in Construction Management, Engineering, Business or related field. * Experience working in an educational setting or public sector facilities management is highly valued, especially familiarity with the unique requirements of K-12 school facilities. * Professional certifications in facilities or project management are a plus. For example, a certification in facilities management or a related field is preferred. Licensure as a Professional Engineer or other industry-specific credentials.
