Locally, HealthNet Gaston is the Lead Agency for the NC-509 Gaston-Lincoln-Cleveland Continuum of Care (GLC-CoC). The GLC-CoC is a tri-county network of collaborative partners and homelessness advocates that provide a framework and direct services to end and prevent homelessness and promote self-sufficiency in the region.Position SummaryThe HUD Program Administrator ensures compliance, and alignment and integration of all HUD-funded programs within HealthNet Gaston. This role ensures services are delivered according to HUD guidelines, supports staff in meeting program requirements, and maintains high-quality documentation and reporting across multiple housing initiatives. The HUD Program Administrator provides direct supervision to HUD program leaders. The position is responsible for monitoring performance needs, assisting with removing barriers, supporting implementation of new HUD initiatives, ensures activities are aligned with HUD expectations. This includes collaborating with HUD Technical Assistance providers, applying systems-change and equity frameworks, and ensures activities that support youth empowerment are in alignment with HUD expectations across all youth-focused projects. The HUD Program Administrator supports HealthNet Gaston's mission to strengthen housing stability and system improvements for individuals and youth experiencing homelessness.Performance Requirements for HealthNet Gaston HUD Program AdministratorCore Duties: HUD Program Oversight to ensure alignment with HUD grant initiatives Provides sponsorship and alignment of HUD-funded programs, ensuring each program functions efficiently, meeting service delivery goals, and follows HUD and agency guidelines.Assures HUD organizational policies and procedures are maintained according to HUD guidelines.Ensure timely and compliant delivery of services across all housing projects.Staff Leadership, Support & Supervision:Provide direct supervision to HUD program leadersSupport staff with training, coaching, and resources needed to meet HUD program expectations.Provide support for HUD Grant compliance so that program quality is maintained.Collaborate with Executive Director to ensure HUD programs meet compliance and that they are aligned with HUD objectives. HUD Compliance, Quality Assurance & DocumentationEnsure compliance and alignment of all HUD-funded activities.Provide support to ensure HUD milestones, deliverables, and deadlines are met and/or achieved in a timely manner.Maintain high-quality program documentation in accordance with HUD, CoC, and agency expectations. Program Coordination & Community PartnershipsRepresent HealthNet Gaston in COC community meetings and collaborative groups.Support relationship-building with local service providers.Assist in Facilitating communication and work flows between HNG programs and external partners. Administrative & Grant Support Serves as HUD Program Administrator and provides Grant oversight and ensures alignment with HUD grant initiatives summaries and required documentation. Ensure that program records, tracking tools, and internal documentation systems are accurate and up to date.Assist with the implementation of new HUD initiatives.Youth Homelessness System Improvement (YHSI) Project ResponsibilitiesProvide supervisory oversight to the YHSI Project Director while the YHSI Project Director will remain responsible for project design and directing the YHSI project. Provide sponsorship and support ensuring activities align with HUD expectations and system change goals.Supports Positive Youth Development principles to ensure youth voice and empowerment are embedded throughout the project.Collaborate with HUD Technical Assistance providers and provide sponsorship and support to consultants to ensure alignment with HUD objectives. Supports Youth Advisory Board (YAB) engagement and provides support to the YHSI Project Director with the youth selection processSupports partnerships with community providers, youth advocates, and system leaders.Other Duties as assigned.Kintegra Core Requirements 1.
