We are currently in search of a Technical Advisor - Grants Performance and Integration to support a federal agency. Seeking an experienced professional with extensive FEMA grants knowledge, gained through direct involvement at department, regional, and recipient levels. The Technical Advisor serves as a vital link between policy, funding, and performance within FEMA's grant programs, supporting the Grants Program Directorate (GPD) and collaborating with Resilience, Recovery, Response divisions, and the Office of the Chief Financial Officer (OCFO). The ideal candidate understands FEMA's operational ecosystem, has experience assisting regions with complex award closures, advising states on monitoring, and aligning funding, policy, and program objectives.Support FEMA leadership and regional offices in monitoring grant performance for HSGP, EMPG, HMGP, FMA, and BRIC programs.Collaborate with program and finance teams to ensure awards remain on schedule and comply with 2 CFR 200, OMB Circulars, and FAPG.Assess budgets, drawdowns, and performance metrics to identify risks and ensure audit preparedness.Utilize ND Grants, GrantSolutions, and PRISM systems to reconcile data and generate executive reports.Develop and revise internal guidance documents, templates, and SOPs for clarity and consistency in grants administration.Partner with regional and state stakeholders to enhance oversight, reporting, and compliance.Share insights and best practices across FEMA offices to improve efficiency and accountability.Job Requirements10+ years of grants management experience, including recent support for FEMA, DHS, or state emergency management programs.In-depth knowledge of 2 CFR 200, OMB Circulars, and FEMA's Financial Assistance Policy and Guidance (FAPG).Proven ability to navigate FEMA's operational structure-headquarters, regions, and recipient levels-to align policy with performance.Hands-on proficiency with ND Grants, GrantSolutions, and PRISM systems.Skilled communicator able to brief leadership and coordinate across program and finance offices.Bachelor's degree required; Master's or certification (CGMS, PMP, CPA) preferred.Eligible for Public Trust clearance and able to work in a high-accountability environment.Desired Training: • ND Grants System Certification • FEMA Financial Management for Grants (IS-0875.A) • Grants Management Technical Assistance (GMTA) Series • FEMA Regional Grants Officer (RGO) Training • Emergency Management Institute (EMI) coursework (e.g., IS-1000, IS-0878, IS-212.B) • DHS Financial Management / Internal Controls for Federal Grants Preferred Certifications • Certified Grants Management Specialist (CGMS) - NGMA • Federal Acquisition Certification for Contracting Officer's Representatives (FAC-COR) Level II/III • Project Management Professional (PMP) - PMI • Certified Public Accountant (CPA) - preferred for financial oversight or audit liaison functionsWe are equal opportunity/affirmative action employers, committed to diversity in the workplace.
