Palm Beach County's Planning, Zoning & Building Department is seeking an experienced professional to assist in leading its Zoning Division as its next Deputy Director. Reporting to the Zoning Director, this position will resolve complex land use/zoning issues, make recommendations regarding development matters to ensure efficient and timely customer service is provided, manage administrative processes and staff and oversee daily operations of the Division. KEY RESPONSIBILITIES Assist the Zoning Director in Unified Land Development Code (ULDC) interpretation, makes recommendations, resolutions and develops interim policies and procedures to address insufficiencies.Meets with industry representatives, consultants, Commissioners, Commissioner Aides, homeowner associations, and the public regarding site development and general inquiries.Coordinates staff training to improve work performance and compliance with Florida Statutes and ULDC requirements.Assists in the Appeal Process of the Zoning Director's Interpretation.Coordinates the automation of any applications processes, including new and maintenance of existing systems. Assists the Zoning Director in overseeing the maintenance of the Division's website and resolves issues related to procedures and methodologies for existing information systems (ePZB).Coordinates development of the Division's budget.Makes recommendations for Code review and amendments.Maintains and updates the existing Zoning Fee Schedule.Represents the Zoning Division at various hearings/meetings.Assists and provides direction to staff regarding review and recommendations on Public Hearing and other land development applications. QUALIFICATIONS This position requires qualified applicants to possess one of the following:Master's Degree in Urban or Regional Planning, Landscape Architecture or closely related field and a minimum of three (3) years of progressively responsible professional experience in the enforcement of land use regulations, including two (2) years of management or supervisory experience;ORBachelor's Degree in Urban or Regional Planning, Landscape Architecture or closely related field and a minimum of five (5) years of progressively responsible professional experience in the enforcement of land use regulations, including two (2) years of management or supervisory experience;ORUnrelated Bachelor's Degree and a minimum of seven (7) years of progressively responsible professional experience in the enforcement of land use regulations, including two (2) years of management or supervisory experience;ORAssociate's Degree in Urban or Regional Planning, Landscape Architecture or closely related field and a minimum of seven (7) years of progressively responsible professional experience in the enforcement of land use regulations, including two (2) years of management or supervisory experience;ORHigh school diploma (or equivalent recognized certification) and a minimum of nine (9) years of progressively responsible professional experience in the enforcement of land use regulations, including two (2) years of management or supervisory experience. PREFERRED QUALIFICATIONS Preferred qualifications include:Experience implementing land use regulations, land development review procedures or site planning and design development;Current membership with the American Institute of Landscape Architects, American Institute of Certified Planners or American Institute of Architects; Knowledge of Palm Beach County's Unified Land Development Code and the ability to interpret, apply and enforce the Code through the review of applications;Experience supervising a staff of ten or more; andExperience in public speaking in front of large groups.
