Job Description

The Inventory, Procurement, and Budget Program Manager (IPBPM), Pharmacy Service must be a licensed pharmacist preferably with an American Society of Health-Systems Pharmacists accredited residency. The incumbent is responsible for the organization and management of the Pharmacy medication and equipment inventory, procurement, and budget tracking program to ensure that the Pharmacy Service is compliant with all Federal, VHA and local regulations. * Utilizes strict accounting practices to maintain an accurate budget. Presents to upper management on a routine basis: expenditure reports, cost analysis, inventory usage, budget forecast, drug shortages, drug recall and new product cost impact. * Supervises procurement staff and oversees day to day procurement operations to maintain sufficient inventory for the needs of the Medical Center, not exceeding budget allowance. Responsible for annual wall to wall inventory and monitoring any VISN inventory velocity reports. * Serves as the approving official (AO) for all government purchase card holders in the Pharmacy Service. Approves reconciled charges and accompanying online bank approvals in time intervals specified by VHA accounting directives. * Assists in planning and implementing of Pharmacy quality assurance activities. * Assists in the operations of the other areas of the Pharmacy Service including distribution and clinical work in other areas (e.g., medication order review and verification, relief help in other clinics or in the pharmacies as needed). * Develops, establishes, and maintains written policies and procedures defining operational requirements. * Supervises the implementation of service level programs, including operational, educational and research activities. * Identifies and plans for continuing education and staff development needs of pharmacy staff in conjunction with the Education Program manager. * Assists in the training of pharmacy employees, pharmacy residents, volunteers, Doctor of Pharmacy students, and pharmacy technician students. * Works and communicates effectively with others while remaining courteous, tactful, and understanding when interacting with others, even in potentially difficult or volatile situations. * Ensures timely completion of all position pre-requisitions and requirements established by SAVAHCS, VISN, and VHA (e.g., documentation of licensure, education hours, mandatory training, unsigned notes).
