Nature of Work The Assistant Director of the Office of Medical Cannabis (OMC) is a senior level leadership position responsible for leading the medical cannabis program authorized by the West Virginia Legislature through the Medical Cannabis Act (Act). The law establishes a method for patients suffering from serious medical conditions as identified in the Act to access safe and secure medical cannabis products. The position serves as the Assistant Director for OMC and a backup to the Director. Responsibilities include oversight of programs that cover the entire state. This includes providing administration of daily operations for the unique statewide seed to sale system for industry stakeholders, statewide licensing and permitting system for industry stakeholders, as well as both patient and physician certifications. Multiple functional areas which include operations, finance, workforce and policy development, performance management and quality improvement, data systems design and deployment, and oversight of performance standards for critical health services provided by a developing industry which currently employs over 700 personnel and has over 35k patients. Analyzes and monitors work plans, action plans, activities, operations, and performance. Provides problem solving and decision-making support, resolves complaints from all sources and will work with universities on research/development when funding is available. OR Substitution: Additional experience as described below may substitute for the required training at a rate of one (1) year of experience for every thirty (30) semester hours of education. AND Experience: Four (4) years of full-time or equivalent part-time paid professional experience, two (2) years of which must have been in a program administration capacity. OR Substitution: Graduate course work from a regionally accredited college or university may substitute at the rate of fifteen (15) semester hours of training for one (1) year of experience.
