Created by the WA State Legislature, the WA Cares Fund (WCF) offers affordable long-term care insurance coverage to all working Washingtonians. This is a rare opportunity to become one of the founding team members as we introduce the nation's first long-term services and supports social insurance program. DSHS's Home & Community Living Administration (HCLA) WCF is hiring key team members now to assist as we move toward the full implementation of the program. The innovative work that you do now will aid qualified people and their authorized representatives to apply for and access their earned benefits that help pay for daily-living activities. Your experience, knowledge, and skills make a difference.  As a Social and Health Program Consultant 4, you will support regional and statewide social service supervisors and staff, Area Agencies on Aging, and community partners. You will answer questions, solve problems, explain policies, and help people understand how to do their work correctly under the WA Cares Fund program. The work you do every day helps real people get access to care services they have earned. You will also work closely with headquarters staff and cross-agency partners to make sure the region is following program requirements. This position has real responsibility for planning, policy interpretation, and quality monitoring. It takes strong judgment, clear communication, and the ability to manage several priorities at once. Location: Tumwater, WA. This position currently has approval to work a flexible/hybrid schedule, as business needs allow. Travel regionally and statewide is required based on business and training needs.  Some of what you'll do: * Provide consultation, training, and technical support to regional supervisors and staff on WA Cares Fund policies, procedures, assessments, and systems including the Benefit Customer Care Console, Benefit Application System, and Provider One. * Coordinate WA Cares Fund assessment activities to make sure supervisors and staff have the information they need to meet their responsibilities, and train staff on policies and procedures. * Develop WA Cares Fund program procedures, workflows, job aids, and other materials, and update those materials when changes occur or when updates are needed. * Update training plans for new staff and monitor training progress, and coordinate, facilitate, and conduct group and one-on-one training sessions and meetings. * Review assessor case records on an ongoing basis to monitor for complete and accurate completion of in-person and remote assessments, suggested service plans, and effective case documentation. * Participate in the appeals process for the WA Care Funds. * Share information with staff and inform them of current policy and procedure changes, WA Cares Fund program changes, and other changes that affect the program. * Compile statistics and data and provide reports in Excel, Word, SharePoint, and other formats as requested by supervisors or administrators, and develop and maintain performance tracking tools. * Conduct ongoing quality assurance reviews and develop local monitoring activities for the region, identify gaps and training needs, and determine methods to improve quality and content of care records. * Act as a liaison between regional and headquarters staff, cross-agency partners, and represent the region on statewide committees providing consultation, training, and coordination, and offering policy input. * Coordinate with WA Cares Fund agencies, ongoing contractors, and other community agencies to ensure consistent implementation of policies and procedures, and provide clarification and in-service training to their staff as requested. * Attend and actively participate in agency meetings, committees, and workgroups, and promote outreach when necessary. Who should apply? Professionals who meet one of the following qualifications: * One year of experience as a Social and Health Program Consultant 3 or equivalent. OR * Two years of experience as a Social and Health Program Consultant 2 or equivalent. OR * A master's degree in social work*, health or social science, public administration, or a related field AND four years of professional experience planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs. OR * A bachelor's degree in social work*, health or social science, public administration, or a related field AND five years of professional experience planning, administering, developing, or delivering social, financial, health, or chemical dependency treatment services programs. OR * A combination of education and professional experience totaling at least nine years. * Note: A degree in social work must be from a program accredited by the Council on Social Work Education.
