DSS/HRA Fair Hearing Administration is responsible for providing representation of the Agency at NYS Administrative Hearings in the following program areas: Cash Assistance (CA), Supplemental Nutrition Assistance Program (SNAP), IREA, HASA and MISCA u2013 Medical Assistance (MA). Under the general direction of the Director of Fair Hearing New Initiatives and Quality Analysis (FHNIQA), Fair Hearing & Conference (FH&C) and Pre-Notice of Intent (Pre-NOI) Unit with wide latitude for independent judgement, action and initiative, the Project Manager is responsible for the day-to day operation and control of the Fair Hearing & Conference, and Pre-Notice of Intent. The Project Manager assists/interfaces with the Director in looking at ways to expand Fair Hearing program/evidence case file/electronic case file integrity, as it relates to the Agencyu2019s packet preparation process, by conveying/securing information/assuring cooperative relationships in the exchange of information/provision of services/ensure that the Agencyu2019s position is presented and documented to avoid/bring down the high cost of Fair Hearings/allow units to better defend the Agencyu2019s actions. The Project Manager provides statistical, technical, and communicative support to Fair Hearing Representation, Centralized Packet Review Unit (CPRU), SNAP Resolution, Fair Hearing and Conference, Pre-Notice of Intent, and Fair Hearing Tracking & Monitoring Unit (FHTMRU) to ensure policies & procedures are adhered to via training as necessary/required to meet optimal standards/expectations. Fair Hearing Administration is recruiting for one (1) Administrative Job Opportunity Specialist, NM-I to function as Project Manager who will: - Direct & review the existing Fair Hearing Processes by reviewing procedures and policies reports/data to ensure the program meets prescribed milestones indicated, pertaining to the Fair Hearing Win rate. Identify special operational problems and develops solutions in consultation with FH Administration. - Maintain Liaison between both NYC Administrative Senior Principal Hearing Officers and NYSDSS/OAH Office of Administrative Hearings, attend administrative meetings to ensure the coordination of both state/city initiatives and policies are adhered to at all levels in Fair Hearing. - Coordinate with FIA Operations/Regional Administration to convey information pertaining to FH operations/procedures/policies and workflows. Ensures information/data for Job Stat preparation is reviewed, and all findings as needed a corrective action plan is implemented accordingly. - Coordinate with FIA Center Operations and Regional Administration to ensure information found in preparing Evidence Packets and Fair Hearing outcomes are available for corrective action plan necessary to improve the Job Center and SNAP operations; coordinates the development and provide assistance regarding the development of a corrective action plan. - Develop and provide technical support to Fair Hearing Administration regarding FHEMS application (Fair Hearing Evidence Management System), as well develop training Curriculum relative to existing and new initiatives/enhancements. - Oversee request for Fair Hearing Administration, pertaining to statistical/data, correspondence inquiries from inter/intra-governmental agencies, as well as the advocate community; to ensure information is accurately conveyed and all issues/concerns are addressed accordingly.
