In partnership with other City agencies and nonprofit organizations, DHS works to prevent homelessness before it begins, reduce street homelessness, provide temporary shelter, and connect individuals and families to stable housing all with a focus on accountability, empathy, and equity. DHS is committed to continuous improvement and employs innovative strategies to deliver high-quality services that support a swift transition from shelter to self-sufficiency. The agency manages hundreds of facilities and operates with a large team as well as a several billion-dollar budget to meet the diverse needs of New Yorkers experiencing homelessness. The Street Homeless Solutions (SHS) Division runs a continuum of programs that help move street homeless clients from the street and into transitional and permanent housing. The programs include Outreach, Safe Haven, Stabilization Beds and Drop-In programs. The program contracts outreach providers in New York City in every borough and within the subway system. SHS leads a 24/7/365 Street Homelessness Solutions - Joint Command Center (JCC) that conducts interagency rapid outreach deployment from a central location using precision mapping, client information, and rapid response to incoming notifications. This initiative partners existing homeless response and prevention programs with a series of new initiatives that have been designed to better identify, engage, and transition homeless New Yorkers to appropriate services and, ultimately, permanent housing. Street Homeless Solutions is recruiting for one (1) Associate Staff Analyst, to function as a Program Analyst who will: - Provide analytical and administrative support to the DHS JCC division, including tracking unit performance metrics and operational activities. - Collect, review, and organize data related to daily operations, deployment schedules, and coverage plans. - Prepare reports and summaries to support decision-making, incident response, and coordination across agencies. - Assist with reviewing, finalizing, and maintaining unit logs, spreadsheets, and data dashboards. - Attend JCC coordination meetings, take detailed notes, and follow up on action items. - Support the scheduling of staff and shift coverage, ensuring updates are accurately reflected in systems. - Track deliverables, special projects, and urgent issues to ensure timely resolution and accountability. - Collaborate with JCC leadership and other agencies to support cross-functional initiatives and real-time operations. - Perform other administrative and analytic duties to support emergency response and coordination efforts. - Perform research pertaining to above ground and subway activity and analyzes if predictions can be determined. Tracks weekly volume of vacancy, referrals, and SR request. - Draft administrative, management, and fiscal reports. Ensures reporting is reliable and relevant. Designs and constructs form layouts, charts, graphs, and other graphic presentations. - Respond to requests for information from external and internal stakeholders via emails on behalf of Street Homeless Solutions Division as needed. Interacts with other city agencies, including but not limited to, Human Resources Administration (HRA), Department of Health and Mental Health Services (DOHMH), Department for the Aging (DFTA). - Conduct field visits and performs inspection/oversight when necessary, including physical site inspections and review of social service records; Conducts on-site visits to discuss performance and provides resources to ensure the program areas are meeting contractual targets. Site visit/inspection findings are submitted to the Program Administrator who will discuss the findings with the staff member and resolve the issues. - Participate in special projects as assigned. A master's degree from an accredited college in economics, finance, accounting, business or public administration, public health, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a Juris Doctor degree from an accredited law school, and one year of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, labor relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management, or in a related area; or 2. A baccalaureate degree from an accredited college and three years of satisfactory full-time professional experience in the areas described in
