Job Description APPLICANTS MUST BE PERMANENT IN THE COMPUTER ASSOCIATE TECH SUPPORT CIVIL SERVICE TITLE The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to self-sufficiency as quickly as possible. HRA/General Support Services (GSS) provides safe, healthy, and appropriate facilities for HRAu2019s various social service programs. Its many functions include facilities planning and coordination, design and construction, renovation, repair and maintenance, custodial and other building services, health/safety program coordination, lease and property management, land use and environmental review activities, contract administration for facilities services, and warehouse operations. GSS plays a major role in HRA emergency preparedness. Under the general supervision of the Director of the Distribution Unit, and with considerable latitude for independent action or decision, perform very difficult and responsible supervisory work as manager of a work shift that include various machine and clerical workers, leaders and supervisors involved in the distribution of computer generated reports, notices, negotiable documents, non-negotiable documents, and Welfare Management System (WMS) documents and verify count according to agency policies and procedures. General Support Services (GSS) Services is recruiting for one (1) Computer Associate Technical Support II to function as Supervising Support Services Mail Coordinator who will: - Supervise staff within the Distribution Unit, provide technical guidance, develop and distribute written procedures; perform staff performance evaluation reviews; schedule tasks and distribute postal reports to staff operating various mailing equipment. - Generate tray tags and other USPS related documents required by USPS regulations to achieve postal discounts. - Analyze, receive, review user queries of data, data entry document profiles and layouts, document uploads, and data transfer protocols to accomplish and upgrade processing of distribution activities. - Interface with USPS representatives with current postal compliant rules and regulations and move update software (FAST forward and/or the National Change of Address (NCOA). - Provide requested production and data status and reports to the Director of Distribution Services and Agency heads; monitor mail jobs in production and provide feedback to ITS, clients, and others involved in the mail stream process on job status and mailing data and review document layout, and barcode placement to determine the appropriate fields needed for USPS compliance. - Train staff in all aspects of mail related applications and report compilation and generation; ensure uninterrupted USPS mail operations by proactively managing and maintaining sufficient funding levels in postal accounts, preventing delays due to shortfalls.
