Job Description

Kind of WorkThis is administrative work in directing the operations of Mobile County parks and the wildlife refuge.Examples of Work(Any one position may not include all of the duties listed nor do the listed examples include all tasks which may be found in positions of this class.)Directs, inspects and supervises maintenance and care of park facilities and properties including concessions, boating, bathhouse, swim area, rentals, picnic areas, nature trails, camp sites, athletic field, playgrounds, a National Historic Cemetery, wildlife refuge and roads and parking.Responds to public and personnel complaints.Maintains revenue, inventory and budget records.Develops and writes grant applications for beautification and enhancement of parks.Identifies potential park locations.Approves and directs a comprehensive athletic and sports program for all age groups.Keeps personnel files current.Prepares detailed reports.Makes speeches before church and civic groups to promote park use.Prepares recommendations for future development with cost estimates.Serves as liaison to County Commission.Develops policies and vestigates crimes committed in the parks.Tests swimming areas for bacteria.Surveys park visitors and park neighbors.Develops annual budget proposal.Performs related work as required.Minimum Qualification RequirementsAttainment of a minimum of a bachelor's degree from an accredited college or university in park management, horticulture, landscape architecture, forestry conservation or related field, and a minimum of one year experience in a related field, including supervisory or administrative experience in a park, wildlife or related system; or a combination of education and experience equivalent to these requirements.Essential Requirements of the WorkGood knowledge of the principles, methods, materials and practices used in parks and wildlife management.Good knowledge of the principles and practices of natural resource conservation in public parks and outdoor recreation areas.Good knowledge of local, state and federal laws, rules, and regulations applicable to parks and outdoor recreation areas.Good knowledge of the rules, regulations and enforcement methods for public parks and facilities.Good knowledge of the principles and management methods in utilizing forestry areas and public lands for recreation.Good knowledge of recreational facility planning techniques and practices.Good knowledge of the principles and practices of supervision.Good knowledge of safety practices and procedures for parks and outdoor recreational facilities.Some knowledge of purchasing and budget development principles and processes.Some knowledge of the principles and processes of accounting for receipts and expenditures.Some knowledge of the principles and practices of maintaining inventory.Some knowledge of the methods and practices of preparing grant applications for the beautification and enhancement of parks.Ability to plan and design park and wildlife facilities.Ability to supervise the work of others engaged in care, maintenance and improvements of parks and wildlife areas and facilities.Ability to operate public vehicles safely.Ability to communicate effectively, both orally and in writing.Ability to utilize job related software.Ability to develop and present recommendations and reports.Ability to deliver speeches and present information to specialized audiences and to the general public.Ability to establish and maintain effective relationships with County officials, other employees and the general public.PHYSICAL REQUIREMENTS:Ability to exert physical effort in light to moderate work, which may involve some lifting, carrying, pushing or pulling of objects and materials.Ability to stoop, climb, crouch and kneel in order to inspect facilities, investigate, ensure proper operations, and to demonstrate proper techniques for training.Special RequirementMust possess a valid driver's license from state of residence.Distinguishing Features of the WorkAn employee in this class is responsible for supervising the maintenance, beautification and improvement of County parks and wildlife areas and for the direction and coordination of all parks activities.
