Position Overview: The Executive Director of Human Resources oversees all aspects of human resources, including recruitment and retention, policy development, employee relations, benefits administration, training and development, and HR technology integration. Reporting to the Vice President for Administration and Finance, the Executive Director of Human Resources will be responsible for, but not limited to, the following: Key Responsibilities: u2022 Develop and implement strategic human resource goals and objectives aligned with the Collegeu2019s mission and strategic plan to enhance organizational effectiveness and service delivery. u2022 Oversee recruitment, selection, and retention strategies for all faculty and staff positions, ensuring compliance with federal, state, and local employment laws. u2022 Create, implement, and maintain human resources policies, procedures, and practices in compliance with College, University, and legal requirements, including Civil Service regulations and collective bargaining agreements. u2022 Advise directors, managers, and staff on employee relations matters, including performance management, disciplinary actions, and professional development. Develop programs to improve employee engagement and satisfaction. u2022 Direct and manage payroll, compensation, benefits, and time and leave processes, ensuring accuracy, compliance, and employee access to self-service systems. u2022 Lead the integration of technology into HR operations, including HRIS platforms (currently Oracle/PeopleSoft, transitioning to Workday), to enhance data integrity, operational efficiency, and customer service. u2022 Develop and deliver training programs for directors, managers, and staff on HR technology, policies, and best practices. Create professional development initiatives to strengthen organizational capacity. u2022 Prepare and analyze HR reports for College and University leadership, utilizing HRIS data and other resources to inform strategic planning and decision-making. u2022 Collaborate with Legal Affairs, the Office of Compliance, and other stakeholders to ensure adherence to federal, state, and local laws, as well as University policies. Support diversity, equity, and inclusion initiatives. u2022 Investigate and address workplace complaints and concerns, working closely with managers and exercising sound judgment to resolve issues effectively and equitably. u2022 Develop and manage the Office of Human Resourcesu2019 annual budget, aligning financial resources with strategic priorities and ensuring fiscal responsibility. u2022 Serve on internal and external committees, including Workplace Violence, Senior Leadership, and Support Staff Screening Committees, contributing to workforce planning, policy development, and institutional initiatives. QUALIFICATIONS This position is part of CUNYu2019s Executive Compensation Plan. All executive-level positions require, at minimum, a bacheloru2019s degree and eight (8) years of related professional experience. Demonstrated knowledge of human resources best practices, employment law, and regulatory compliance requirements. Strong leadership, analytical, and communication skills. Proficiency in HRIS systems, preferably Oracle/PeopleSoft. Preferred Qualifications: Masteru2019s degree in human resources, Business Administration, or a related field. SHRM certification or other relevant human resources certification. Experience working in a unionized, higher education, or public sector environment. Proven track record of implementing process improvements and leveraging technology to enhance HR functions.
